About the Position: Serves as Chief of Staff for the District's strategic planning, management, onboarding, recruitment, workforce and leader development, internal review, and small business programs, performing advisory duties across various business lines.

Duties
Direct the overall operation of an organization to effectively accomplish mission goals.
Utilize subordinate supervisors to direct and oversee the work of subordinate organizations.
Work closely with high level officials to provide corporate leadership, develop goals, and/or establish mission requirements.
Cultivate opportunities for employee progression to more senior level positions within the organization.
Set priorities based on changing conditions affecting existing programs.
Manage positions by conducting position reviews, reviewing vacant positions, determining propriety of duty assignments and possible re-engineering or abolishment of positions.
Establish district support office program goals and measure effectiveness to ensure results in compliance with objectives and higher-level policies.
Allocate resources and make work assignments and adjustments as necessary to accomplish mission, assuring that staffing does not exceed cost constraints.
Determine fiscal, manpower, organizational, and equipment resource requirements for each support office.
Recommend changes in plans, policies and objectives based upon continuous observation and analysis of assigned functions.
Study, analyze, interpret, and direct the implementation of regulations, directives and procedures affecting assigned functions.
Provide technical advice and guidance to assigned personnel on unusual, controversial, or complex problems.
Review and evaluate the results of assigned functions by reviewing correspondence, conference monitoring, studies and surveys, and consulting with subordinates regarding administrative and technical problems.
Exercise independent judgment and resourcefulness in the development and direction of command policy, programs, and operations.
Serve as a consultant and technical advisor for all matters relating to support office functions such as Internal Review (IR), Small Business (SADBU) and Training.
Advise leadership on the implementation of significant internal and external policy and program issues.
Provide advice and managerial support for external governmental and stakeholder affairs.
Make major recommendations in establishing overall policies, program objectives and resolving problematic situations.
Support the US Army Corp of Engineers' (USACE) marketing efforts to expand district visibility and viability as a competitive employer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One (1) year probationary period may be required if not completed previously.
- If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.

SPECIALIZED EXPERIENCE TO QUALIFY FOR GS-14 - One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes1) Assisting with the development and oversight of policies to improve programs, plans and projects performance.2) Strategically planning, analyzing and monitoring the execution of assigned functions.3) Outlining policy and program requirements to provide technical advice and assistance.4) Supervising and training a team in business functions such as workforce development, leadership, knowledge management, recruitment, retention, and onboarding, adhering to staffing plans, budgetary allocations, and regulatory policies.5) Utilizing communication principles, analytical methods, and interpersonal relations practices to coordinate events, engage distinguished visitors, address protocol issues, and ensure standards are met.6) Executing the governance processes for a USACE district and providing recommendations on its execution at the command level.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.
