This position is responsible for all facets of facility management operations at Booker T. Washington National Monument (BOWA) in Hardy, VA and Appomattox Court House National Historical Park (APCO) in Appomattox, VA. The Supervisory Facility Operations Specialist provides for the stewardship of park assets/facilities, and the maintenance and preservation of natural and cultural resources, ensuring the parks are safe and welcoming for visitor use and enjoyment.

Duties

The primary responsibility of this position is to manage a complex building and utility system maintenance program for each park. As a member of the park management team, the incumbent plans, analyzes, and monitors the formulation and development of park-wide plans, programs, procedures, operating policies, internal controls and program goals. The Supervisory Facility Operations Specialist will assign work, establish work schedules, and set work priorities for each work unit in providing a variety of facility maintenance services including developing and implementing annual work plans and preventative maintenance programs, and utilizing facility management databases and software systems to monitor and report on asset inventory and condition. Major Duties as Supervisory Facilities Operations Specialist include: Ensures that all work performed by division complies with historic preservation and environmental regulations as well as applicable building codes, life safety codes, national fire codes, and accessibility standards. Utilizes project management systems to address deficiencies within facility portfolio, identify funding needs outside of base park operations, requests additional funding to complete projects, and develops multiyear plans. Serves as a contracting officer on multiple construction and service contracts. Develops and implements projects including scoping, planning, design, spending plans, cost estimation and budgeting, as well as managing the construction process and documentation requirements. Serves as an engaged and integral member of the leadership team, participating in planning and development of park plans, programs, procedures, operating policies, internal controls, and program goals. Provides excellent customer service and contributes to a team atmosphere.

All qualifications must be met by the closing date of this announcement-09/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or, performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in an accredited educational institution or LL.M., with a major study in engineering, industrial arts, property management, business administration, cultural resources, or closely related field. PLEASE NOTE: If you are using education to qualify, you must submit a copy of your transcripts. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. You must include transcripts. -OR- COMBINATION: Successful completion of a combination of graduate education (more than two years of graduate education, but less than three full years) and experience as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 36 semester hours and divide by 18 (semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
