Duties

Serves as an installation Sexual Assault Victim Advocate providing a wide range of essential support and advocacy services, liaison services, and care to victims of sexual assault in accordance with generally accepted procedures and techniques. Maintains support and follow-up contact with sexual assault victims throughout the lifecycle of the case. Assists the installation SARC in the development and delivery of comprehensive sexual assault training to comply with Department of Defense (DoD) requirements. Represents the SAPR installation program at both military and civilian agencies.

  • Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status.
  • Employee will be required to travel on military and commercial aircraft for TDYs or conferences relevant to sexual assault.
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • This position has been identified as a position of public trust IAW DOD policy. Minimum of a Tier 2 background investigation must be conducted every 5 years IAW the OPM requirement.
  • Must obtain and maintain DoD Sexual Assault Advocate Certification and recertification from the National Organization of Victim Assistance (NOVA), as specified in DoD and AF policy.
  • The work requires the employee to drive a POV/GOV. An appropriate, valid driver’s license is required for this position.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is a Mission-Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • State Criminal History Repository (SCHR) check is required.
  • PCS Funds are authorized only IAW A1Z incentives and approved position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of generally accepted practices and procedures associated with victim advocacy, social service delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault and other acts of interpersonal violence; Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations; Ability to employ various methods and techniques typical of a sexual assault victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems. OR EDUCATION: Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault. Knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault victim advocacy, and related interpersonal violence. Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/violence. Knowledge of training and education techniques to implement and deliver sexual assault training. Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance. Ability to employ various methods and techniques typical of a sexual assault victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
