Primary Purpose: To serve as a Strength and Conditioning Specialist supporting physical performance, readiness, and rehabilitation directly supporting the Line of the Air Force mission assigned to the Integrated Operational Support Team program with the goal of building resiliency, enhancing human performance and improving unit mission effectiveness.

Duties

1. Serves as a Strength and Conditioning Specialist to senior leadership on physical human performance and musculoskeletal injury prevention program development and sustainment. 2. Assesses, develops and implements initiatives to mitigate physical and ergonomic stressors and optimize airman performance. 3. Provides consultation, education, and training to military commanders/senior leaders, physical training (PT) leaders and medical staff on PT, fitness, and musculoskeletal injury prevention. 4. Develops and establishes a culture of discipline, character, and mental resiliency within the individual airmen and each group, combined with a scientific training program that maximizes power, speed, agility, mobility, strength, to reduce injuries in Airmen.

  • Must possess and maintain current certification in Basic Life Support (BLS).
  • Bachelor’s degree from an accredited university program in exercise science, exercise physiology, kinesiology, strength and conditioning, or related field. A master’s degree is highly desired.
  • Incumbent is required to have and maintain at least one of the following certifications:
  • National Strength and Conditioning Specialist (NSCA): Certified Strength and Conditioning Specialist (CSCS).
  • National Strength and Conditioning Specialist (NSCA): Certified Performance and Sport Scientist (CPSS).
  • American College of Sports Medicine (ACSM): Certified Exercise Physiologist (ACSM-EP).
  • American College of Sports Medicine (ACSM): Certified Clinical Exercise Physiologist (ACSM-CEP).
  • Collegiate Strength and Conditioning Coaches Association (CSCCa): Strength and Conditioning Coach Certified (SCCC).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. I have, or will have within 120 days of closing this announcement, at least one year of specialized experience at the GS-11 (or higher) grade level or equivalent under other pay systems. Specialized experience includes: 1) Professional knowledge of planning, implementation, and assessment techniques and principles as they apply to the strength and conditioning/human performance programming and education sufficient to serve as training resource advisor/consultant; 2) Knowledge of operational concepts and missions sufficient to understand, plan, deliver and evaluate/analyze physical requirements and how strength and conditioning impact mission accomplishment; 3) Knowledge of medical conditions and terminology as well as of human behavior change theories, motivational strategies, and counseling techniques to resolve the most difficult problems associated with uncooperative or unmotivated airmen necessary for rehabilitation; 4) Knowledge and skill in using of state-of-the-art computer-based software and other instructional/evaluative material, current and highly specialized strength and conditioning equipment, facility recommendations and practices, training aids and devices applicable to program objectives, training effectiveness, and efficiency; 5) Skill in data analysis, fact finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems; 6) Ability to administer health screening and fitness assessments, exercise prescription, progressive individual fitness programs, and to demonstrate proper exercise techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
