This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Clinical: Develops, implements, and documents the psychosocial assessment, treatment plan, progress notes and updates, and discharge planning for provision of clinical services to Veterans. Provides psychoeducation to Veterans and family members about mental health conditions and treatment methods. Provides consultation to health care providers about assessment findings and treatment plans for Veterans. Conducts: routine suicide risk screens; comprehensive suicide risk evaluations, and collaborative safety plans when clinically indicated. Provides education and advocacy in support of appropriate and prompt receipt of services to Veterans. Provides consultation and supervision to social work trainees and unlicensed staff as indicated. Provides leadership in identifying and addressing ethical issues that impact patients and staff. Participates in regularly scheduled clinical consultations with staff/treatment teams to ensure for quality and continuity of care, as well as individual Veteran attainment of program and treatment goals. Candidates will be expected to perform part of their work in community settings. Administrative: Ability to lead multidisciplinary staff assigned to their team. Makes sustained contributions to Veteran-specific healthcare by sharing subject matter expertise within and/or outside the facility. Provides training and supervision of a multidisciplinary team. Monitors compliance of staff members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. Performs HUD-VASH voucher reconciliation and monitoring of utilization for geographic area (may include multiple public housing authorities (PHA)). Identifying HUD-VASH eligible Veterans and assigning them to case managers in a timely manner. Ensuring accuracy of staff's data collection in VA Homeless Operations Management and Evaluation System (HOMES) or other database systems. Participate in all accreditations and mandatory surveys (CARF, Joint Commission, etc.). Serves as a key point of contact for the VA CHOS program among local housing authorities, Continuums of Care (COC) and community partners. Participates in the hiring of new staff members for the team. A substantial portion of the workload directed by this position may be carried out at one or more locations that are physically removed from the main unit. Incumbent must, therefore, be able to supervise staff at various sites indirectly. Inputs relevant information into the HOMES database and the Veteran's electronic health record within the required timelines. Performs work related to the review, monitoring, analysis, planning and assessment of the programs and projects for which they are assigned. Performs program analysis, development, review, research, design, with various agencies. Serves as a steward of program resources (human, financial, material, or informational) to facilitate safe, effective, and efficient care. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (COPY OF ADVANCE PRACTICE LICENSE REQUIRED FOR GS-12) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
