Duties
- Serves as the Fire Department Shift Supervisor, a subject matter expert and technical authority in the field of fire detection, prevention, suppression, emergency response, medical response and wildland fire response and execution at Grand Coulee Dam, a heavily industrialized hydroelectric power production facility and the largest facility of its kind in North America
- Performs a wide variety of technical, administrative, and supervisory work in planning, organizing, and directing personnel tasked with managing, maintaining, and testing fire protection systems and equipment, a hot work permit program, and a confined space rescue program.
- As a subject matter expert and technical authority in the field of hazardous materials emergency response for GCPO, implements, maintains and manages an emergency response capability with the ability to address hazardous materials including a wide range of combustible and dangerous liquids and gases, ammunition and explosives.
- Be proficient in and employ the Incident Command System (ICS) protocol for all GCPO incidents; recommends and appropriates ICS training for appropriate personnel and managers.
- Executes supervisory responsibilities over and provides leadership for the Fire Department members assigned. Directs program support personnel, firefighting personnel, and fire inspectors pursuant to NFPA and Reclamation policies. Coordinates with other Reclamation offices; reviews, updates and performs quality assurance audits on the management, scheduling, funding, resourcing, and prioritizing of assigned programs and activities.
Qualifications

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-08 level in federal service having demonstrated experience as: (1) assisting in developing and executing Memoranda of Agreements or similar partnerships with surrounding fire departments and other government agencies; (2) experience with joint government agency fire-fighting operations; (3) assisting in and/or developing and executing fire department training plans per NFPA standards; (4) assisting in and/or developing and implementing an ICS integrated organizational structure including relevant training for employees and management; (5) assisting in and/or developing and executing fire department vehicle maintenance programs; (6) assisting in and/or developing and executing a hazardous materials response team per federal requirements. Experience may also have included: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment.
Required to have and maintain certifications as listed below:
Fire Officer III-mandatory pre-requisite (must have in order to be considered).
Hazardous Materials Incident Command-within 1-year
National Incident Management System (NIMS) ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS-800-within 1 year
Fire Inspector III-Fire Inspector II is acceptable but must have Fire Inspector III within 1 year.
Fire Instructor III-Fire Instructor II is acceptable but must have Fire Instructor III within 1 year.
Proof of required certifications must be submitted prior to reporting to work as a condition of employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
