The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
Advise Chief, EMG on critical aspects of the strategic security, mission/business, data/information, applications and/or standards and IT policies and provide expert consultation on complex IC integration programs.
Lead, plan, and prepare written and oral briefings to senior ODNI leadership and other senior IC officials on current congressional developments and views of ODNI and IC programs and activities, as well as the thinking and rationale underlying requests for information from Congress and congressional committees.
Oversee and lead the development of responses to congressional requests for information dealing with ODNI strategic planning, budgetary issues, and other intelligence matters ensuring that complete and accurate information is provided to congressional requesters.
Supports the development and tracking of legislative proposals and priorities throughout the congressional authorization and appropriation process.
Lead, plan, and prepare written and oral briefings to senior ODNI leadership and other senior IC officials on current congressional developments and views of ODNI and IC programs and activities, as well as the thinking and rationale underlying requests for information from Congress and congressional committees.
Direct and oversee technical research on such topics as operational guidelines, best practices, standards, and integration gaps and consult on architectural strategies and patterns for insertion of new IT services or solutions to enhance intelligence mission effectiveness and integration of IC HC priorities and initiatives.
Provide guidance and expert advice that enhances and improves integration and interoperability of IT services and repeatable business processes that informs effective IT capability planning in support of IC HC priorities.
Lead and oversee IT practices that fosters an understanding of mission gaps, overlaps, critical linkages, and dependencies that informs effective IT capability planning in support of IC priorities.
Oversee the plan and develop to implement the IC Human Capital Strategic Plan, linking major goals, objectives and measures to the IC EEO and Diversity Strategic Plan, and the U.S. National Intelligence Strategy.
Advise IC and Office of the Director of National Intelligence (ODNI) senior leadership on the development, implementation, and management of complex HC programs which are based upon ambiguous guidelines requiring extensive interpretation, and ensure programs are aligned with and directly support the IC's strategic mission objectives.
Qualifications
Mandatory Requirements:
Expert knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations.
Mastery of advanced HC principles, concepts, regulations, and practices, and expert consultative skills sufficient to conceive, plan, and manage HC functions for critical large scale ODNI and/or IC programs.
Expert knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions.
Expert knowledge of one or more HC subject matter areas (Compensation, EEOD, HC Information Management, HC Strategy & Policy, Learning & Development, Organizational Design, Performance & Effectiveness, Talent Acquisition, Workforce Analysis & Planning, Workforce Engagement & Relations, and Work/Life Strategies & Benefits).
Expert ability to develop and effectively manage complex HC projects, assess customer requirements, identify dependencies, and manage and mitigate risks.
Expert program management, analytic, and critical thinking skills, including a superior ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of HC programs.
Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills.
Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on HC programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Bachelor's Degree in HR or Related Field.
Desired Requirement:
Knowledge of the IT requirements, capabilities, resourcing, strategy development, and policies for both the ODNI and DOD.
