This position is located in an Area Office in USDA Rural Development. The incumbent serves as a key member of the Ohio State Director's staff participating fully in the planning, development and implementation of rural development and assistance programs.
This is not a remote position, the incumbent must report for work at the listed location.
Duties
Directs and manages all operations of the Area Office, directly supervises all specialists and technicians in the office, ensuring the work of the staff is sound and meets agency performance standards.
Develops, implements and coordinates a broad and aggressive outreach and marketing program. Cultivates relationships with key business, civic, community and local government entities and community interest groups.
Responsible for the delivery of Rural Development loan and grant programs in the Area.
Ensures that the delivery of Rural Development loan and grant programs are in accordance with agency regulations and policies.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For GS13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS12; or its non-federal equivalent that demonstrates: experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgement in providing financial management guidance to borrowers; ascertaining and analyzing borrowers' financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
