GS-0083-05/06 The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 9GM34, Police Officer, GS-0083-07. Incumbent works closely with the supervisor in performing duties identified in the full performance Standard Core Personnel Document (SCPD).

Duties

Continued from Summary: GS-0083-07 The primary purpose of this position is to perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect and investigate crimes, arrest or apprehend violators, and perform patrols within the assigned jurisdictions. Duties: The duties, organizational goals or objectives, organizational location, and other significant facts of this position are the same as full performance SCPD 9GM34. Factor levels determine the grade level assessment. GS-0083-05/06/07 Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent has full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher level detectives assigned to the squadron. Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and control (C2) function for all Integrated Defense forces. Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g. active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS). This position will support the Federal Government's response to efforts to COVID-19.

  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is/are subject to the possibility of a random drug test.
  • Incumbent must qualify and remain qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests
  • to include running, meet established hearing standards and discern colors, contrast, and depth. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Must be able to obtain and maintain a secret security clearance.
  • Incumbent is required to obtain and maintain required security clearance associated with the position.
  • The incumbent must wear a DAF Police Officer uniform as identified in the DAF Police AFI and required to meet dress and appearance standards when supporting non DoD agencies IAW the AFI.

Qualifications

Continued from Conditions of Employment: Must work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall. Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g. respirator mask). Incumbent must possess a valid driver's license and be able to operate all security forces vehicles and installed equipment. Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646, Security Forces Training and Standardization Evaluation Programs. Must pass formal law enforcement training school as determined by AF/A4S and obtain DoD Peace Officer Standardization and Training Certification. Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals. Incumbent is required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually. Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is required). This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IA W, DoDI 3020-42, Defense Continuity Programs. Must obtain and maintain a government travel card. Work may occasionally require travel away from the normal duty station. The incumbent must obtain and maintain qualifications and/or certifications for the following: Flight Armorer, Active Vehicle Barrier, National Crime Information Center (NCIC), Emergency Management Systems, Defense Biometric Identification System (DBIDS), Standardized Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), Security Forces Management Information System (SFMIS), Air Force Justice Information System (AFJIS), Evidence Management Portal (EMP), Evidence Management Collection Exchange (ECMX), Explosive Detection Device (EDD), Defense Data Exchange (DDEX), authoritative databases, Small Unmanned Aircraft System (SUAS), electronic booking stations, speed measurement devices, non-lethal weapons (e.g. neuromuscular incapacitating device (NMID), baton, etc.). Must complete the following duty position evaluations (DPEs) within the first two years of employment and be successfully re-evaluated in accordance with standards listed in AFI 31-2646, Security Forces Training and Standardization Evaluation Program. The DPE qualifications must occur in this order; (1) Installation Entry Controller, (2) Patrolman/Security Response Team, (3) Alarm Monitor and (4) Base Defense Operations Center Controller/Dispatcher. Qualifications: This is a developmental position to full performance GS-07. This position may be filled at the GS-05 with promotion to the GS-06 or at the GS-07. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Police Series 0083. SPECIALIZED EXPERIENCE FOR GS-0083-05 (DEVELOPMENTAL): Applicants must have one year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. OR EDUCATION: Applicants must have successfully completed four years of education above the high school level in an accredited college or university leading to a bachelor's degree in Police Science or a comparable degree program related to the work of the position. (Note: You must attach a copy of your transcripts.) OR COMINATION OF EDUDATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-0083-06 (DEVELOPMENTAL): Applicants must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service that demonstrates the particular knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, state, and local laws to perform tasks including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; detaining witnesses and suspects; and making arrests and performing booking procedures. SPECIALIZED EXPERIENCE FOR GS-0083-07 (FULLY QUALIFIED): Applicants must have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes knowledge of the full range of police and law enforcement services that require considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses; Also knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements for solution on patrol assignments. Employees use this level of knowledge in performing a variety of standard and nonstandard assignments in resolving a wide range of conditions or criminal activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-0083-05/06/07
  1. Knowledge of law enforcement procedures, training requirements and operating methods required to perform the full range of police officer activities independently.
  2. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls to prevent unauthorized access to areas where stringent security requirements are enforced.
  3. Knowledge of appropriate use of force and self-dense techniques to protect oneself and others in threatening situations including the ability to subdue and control individuals are required.
  4. Ability to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2 or 4 wheel drive to transport personnel and/or articles.
  5. Ability to work and communicate effectively orally and in writing.
  6. Ability to establish and maintain effective working relationships with community management, employees, and other law enforcement agencies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
