This incumbent is responsible for the Driver Rehabilitation specialty clinic at the Carl T. Hayden VA Medical Center. S/he performs in-clinic and on-the-road assessments, as well as driver training. S/he has attended VA Driver Rehabilitation Instructor Training and supervises all other occupational therapists involved in the driver rehabilitation training process.

Duties

The incumbent is an experienced therapist who provides a wide range of Occupational Therapy treatments for veterans with a variety of disease processes and disabilities and those with complex needs. The incumbent is able to treat veterans holistically taking into consideration any combination of unstable medical, physical, psychological and social factors. He/she is able to independently solve complex problems related to occupational therapy and adapt and modify treatment plans, activities, and procedures to meet the needs of veterans with complex disabilities. The incumbent is a subject matter expert in environmental accessibility, community mobility options, and prosthetic equipment and devices. S/he provides counsel and recommendations to other departments throughout the Carl T. Hayden VAMC. S/he addresses and resolves needs related to driver rehabilitation and community mobility and provides appropriate resource information. The incumbent serves as a subject matter expert on VBA Grants and local grants that are available for vehicle modifications. CLINICAL RESPONSIBILITIES The incumbent is responsible for the examination and treatment of all veterans referred to the Driver Rehabilitation Program, including Interfacility Consults from the Northern Arizona VA Healthcare System. This includes comprehensive and standardized Pre-Driving, In-Clinic, and On-The-Road assessments for veterans with a variety of complex diagnoses. These assessments are completed in accordance with VA guidelines. Interpretation of assessments and measures used to determine appropriateness for Driver Rehabilitation evaluation, training, and/or automobile adaptive equipment and vehicle modifications. Independently plans, develops, and implements comprehensive and complex treatment programs for patients to maximize their independence in all aspects of community mobility. Establishes and maintains contact with other key staff and individuals outside of the VA involved in the care and safety of the patient as it relates to community mobility (OTs, PTs, PCPs, Social Workers, Geriatrics, Neurology, Physical Medicine and Rehabilitation physicians and residents, Low Vision Clinic, Podiatry, Speech Therapy, Audiology, Eye Clinic staff, Prosthetics staff, DME vendors, Automobile Adaptive Equipment vendors). Has extensive knowledge of 4502 Vehicle Grant, Non-Service Connected Vehicle Conversion policy, HISA Grant, and other local and national grants, services and benefits eligible to veterans. ADMINISTRATIVE RESPONSIBILITIES: The Driver Rehabilitation Specialist serves in a position directly supporting Physical Medicine and Rehabilitation management Responsible for overseeing the day to day operation and maintenance of the Driver Rehabilitation Program and clinic area, ordering necessary supplies and equipment, screening consults, and closing open encounter. Organizes appointments and schedules veterans based on their needs and an efficient use of therapist's time and ensures that tasks are performed in a timely manner. Actively participates in program development for the Driver Rehabilitation Program to improve efficiency, quality of care, and accessibility of care to veterans. Attends educational and developmental meetings in order to increase knowledge of local, VISN, and national Physical Medicine and Rehabilitation and Driver Rehabilitation service's mission and objectives Completes annual Driver Rehabilitation Report and submits to VACO annually for review. QUALIFICATIONS BASIC REQUIREMENTS: Citizenship. Citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Licensure. Applicants must hold a full, current, and unrestricted license to practice Occupational Therapy in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Education. Applicants must meet one of the following requirements below possessing a degree from an approved program by the Accreditation Council for Occupational Therapy Education (ACOTE) or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the education institution). (1) The individual must meet at least one of the following requirements below: (a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. or (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. or (c) Master's Degree or higher in occupational therapy. (2) Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Degree programs may be verified by contacting the American Occupational Therapy Association website or at their office address: American Occupational Therapy Association, P.O. Box 31220, Bethesda, MD 20824-1220. Certification/Examination. Applicants must possess written documentation indicating successful completion and passing of the entry-level certification examination for OTs which is administered by the National Board for Certification in Occupational Therapy (NBCOT). Grade Determinations: Occupational Therapist (Clinical Specialist), GS-13 GS-13 (Clinical Specialist) Experience: Applicants must have completion of one year of experience equivalent to the next lower grade at the GS-12 level directly related to the position being filled, and one of the following listed in A-D: A minimum of 2,000 hours of clinical practice directly in the advanced practice area. This time must be within the past five years; Certification in an area recognized by the AOTA; Completion of a fellowship/residency or advanced degree program in the advanced practice area; or An additional advanced degree in a related field. AND In addition to the experience above, can you demonstrate all of the following: Knowledge of contemporary occupational therapy across multiple areas of practice. Ability to provide clinical guidance in the advanced practice area to other OT practitioners. Knowledge of advanced specialized evaluation, interventions and services to independently develop treatment strategies for area of specialization. Skill in developing protocols and procedures for intervention programs based on current occupational therapy theory, recent research, and practice. Ability to provide consultation to other health care practitioners and outside groups about occupational therapy scope of practice for area of specialization. Ability to implement, revise/update evidence based occupational therapy services and programming in area of specialization. Assignment. Clinical OT specialists at this grade level serve as subject matter experts and as consultants to occupational therapists and other medical center staff in evaluating and treating patients in the areas of occupational therapy that are beyond the general practice of occupational therapy. This individual must demonstrate skills and techniques for a specific patient population that has highly complex occupational and/or psychosocial impairments. Clinical OT specialist may initiate, lead, and support research projects related to clinical needs. This may include grant writing, guiding others in the process, and direct clinical participation in research. Physical Requirements: This position frequently requires moderate to heavy lifting. Normally such lifting will involve, but not be limited to assisting with transfers or gait training of the client in the physical therapy clinic. Part of this position will involve sedentary work involving computers and communications.
