Duties
As a Resource Management Specialist you will:
Participate with the Senior Management officials in the Division on the formulation and analysis of goals, objectives, operating policies and development of operating budgets.
Provide guidance and assistance to senior management staff on interpretation of procurement law and regulations as it relates to implementation of programs and legislative issues.
Provide expert guidance, assistance and consultation to the Division's staff on all budget, fiscal stewardship, contracts, cooperative agreements, interagency agreements, and memorandums of understanding/agreement activities.
Provide analysis, consultation and guidance on the design and implementation of these activities, and represents the Division on workgroups, task forces or committees inside or outside of the Agency.

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience:
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in financial management, including budget planning, execution, monitoring and reporting, and/or extramural management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
