Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG)

Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- Must be able to obtain and maintain the appropriate SECRET security clearance for the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:

Area 1 = All permanent Warrant Officers and Enlisted employee members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Warrant Officers and Enlisted employee members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

TEMPORARY PROMOTION / INDEFINITE:
This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. DUTIES:
As a SUPERVISORY SUPPLY TECHNICIAN (D0914000),GS-2005-8, you will plan, organize, review, evaluate, and supervise the various work processes of the section. The position also provides supply support for aviation maintenance. The position serves as the property book custodian. Manages materiel, resource tracking (Depot Level Repair (DLR)/Class 9 (CLIX), special Test Measurement and Diagnostic Equipment (TMDE)/tool transactions and performs administrative oversight of hazardous material accountability.

GENERAL EXPERIENCE:
Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicantmust possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as supervising subordinates that are performing materiel management, resource tracking (DLR/CLIX), special TOME/tool transactions and hazardous material accountability; establishing priorities and assigning works; performing property book operations in the areas of inventory; establishing hand receipt files and maintaining accountability; directing and conducting periodic inspections; establishing internal supply Standard Operating Procedures (SOP) for the AASF; establishing administrative procedures; reviewing and analyzing listings and reports produced by the automated system; performing analysis of the property accounting and equipment status; coordinating with the United States Property and Fiscal Office (USPFO) for the lateral transfer and/or turn-in of excess property; developing supply budget estimates; implementing regulatory safety and health requirements; providing supervision over the Materials Examiner and Identifier; providing supervision over the receipt, storage, transfer, issue, and accounting.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
