About the Position: Serves as a Hospial Housekeeping Officer performing duties in support of the Medical Treatment Facility (MTF) and its geographic area of responsibility. This position is located with the Lyster Army Medical Center, Fort Novosel, AL. This is a Direct Hire Solicitation

Duties

Manage the administrative and technical aspects of the environmental services contracting program within the Activity- Fort Novosel, Lyster ACH Health Center. Maintain environmental sanitation for the Medical Treatment Facility, covering bacteriological, visual, and cleanliness standards in accordance with the Joint Commission (JC), Center for Disease Control, and local policies and procedures. Establishes policies, procedures, standards and goals for the Environmental Service Programs to ensure adequate monitoring, record keeping and operational control. Advises the Chief, Logistics Division, on matters pertaining to the MEDDAC housekeeping contract.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • A Personnel Security Investigation is required.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series and are subject to required/missing immunizations.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
  • This position requires Temporary Duty (TDY) or business travel approximately 5% of the time away from your permanent duty station.
  • This is a Financial Management Level 1 Certified position. This certification requirement is a condition of employment for this position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting with maintaining environmental sanitation, infection control, and waste management within a medical treatment facility in accordance with the applicable laws and regulations relating to disposition of hazardous, toxic, and infectious wastes; determining the need for resources to assist with budget formulation; reviewing contractor quotes via an electronic invoicing system (e.g., Wide Area Work Flow) to facilitate administration of housekeeping contract services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a degree with a major course of study in public health or business administration with emphasis in hospital administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
