The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to AFSOC A6P Policy and Resources Division.

Duties

Plans, organizes, and directs the activities of Cyber and C4 Systems Directorate (A6), ensuring that Resources Branch (A6PR) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Coordinates with a variety of installation and functional area organizations.

  • Travel by regularly scheduled commercial or military conveyance in accordance with JTR may be required in performance of TDY.
  • This is a drug designated position. Incumbent of this position is subject to the possibility of a random drug test.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program. Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0560. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes directing a program segment that performs technical, administrative, protective, investigative, or professional work. Full spectrum of budgeting functions supporting budgeting, financial execution, and reporting of AFSOC Cyber and C4 Systems operating funds to include, but not limited to: Commander's Resource Integration System (CRIS) budget snapshots, Defense Enterprise Accounting and Management System (DEAMS) status of funds, open document lists (ODL), Defense Travel System (DTS) travel status reports, Fiscal Year (FY) Execution Plans (EP), spend plans, work plans with storyboards, annual funds distribution reports, execution year purchase document organization, bogey/target/load and limitation reports. Air Force Special Operations Command (AFSOC) full spectrum global coverage of budgeting functions to enable the organization, training, and equipping of 21k Air Force Special Operations Forces (AFSOF) with advanced capabilities to exploit the cyberspace domain across the full spectrum of special operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. 2. In-depth knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations pertaining to budget formulation and financial management to provide guidance to subordinate units. 3. In-depth knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures. 4. In-depth knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. 5. Skill to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to plan, organize, mentor, motivate, and direct subordinate teammates to effectively complete assignments and projects. 7. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
