About the Position: Serves as the Cleveland Resident Engineer and Administrative Contracting Officer (ACO) responsible for performing and coordinating the full range of field and office engineering activities associated with complex construction operations.
Duties
Plans and coordinates the work of the Resident Office. Converts overall workload into positions. Sets priorities and prepares work schedules.
Responsible for completing, maintaining, and adjusting administrative, technical, and professional staff and equipment to efficiently and effectively manage the construction workload.
Plans, schedules, monitors, and controls all construction management and contract administration activities.
Performs and advises others in the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals and may include delivery orders as well.
Reviews and processes payment estimates and other contractor submittals; identifying the need for and processing contract modifications and change orders, to include preparation and approval of government estimates within authority.
Negotiates with contractors; conducting safety meetings; correcting warranty problems, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires registration as a Professional Engineer or Registered Architect.
- This position requires registration as a Level II Contracting Certification.

Specialized Experience: In addition to the basic education requirements you must also have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes processes of contract administration and construction management experience on projects, which often incorporate complex schedules, administering construction contracts, construction oversight, negotiating contract modifications, and unique and/or especially difficult construction and coordination problems.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
