You will serve as a CONTRACT SPECIALIST in the ACQUISITION DIVISION of NAVAL FAC ENGINEERING CMD WASH. located in Bethesda, MD.
Duties
You will prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry.
You will conduct conferences with contractors to provide information, and clarification of standard and special provisions of contracts.
You will conduct complex negotiations with high-level contractor representatives and legal advisors.
You will support Small Business and Small Disadvantaged Business Programs goals determined by the organization.
You will maintain liaisons with contractors to clarify standard and special contract provisions, interpret contractual obligations and resolve problems through life of contract and conduct closeout.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This is a bargaining unit position.
- You will be required to obtain and maintain a NAVFAC contracting officer warrant, with authority limited only by law and regulation, upon taking this position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level 3. Certification is required within 24 months of appointment.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
- A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing the full range of pre and post award contractual actions as required in the procurement process; 2) Interpreting relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues; 3) Reviewing procurement packages to determine appropriate methodology and ensure special clauses address unique problems presented by the individual procurement; 4) Auditing technical reports and preparing cost and/or price analyses in preparation for contract negotiations; 5) Monitoring subcontracting plans to identify actions needed to ensure prime contractors meet goals as stated in their plans. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
