About the Position: Serve as Installation Forester for Redstone Arsenal planning and conducting an efficient and economical forest/vegetation management program for approximately 20,000 wooded acres. This work identifies and manages forest/vegetation resources to include forest and wildlife resource management; silviculture and timber sales; prescribed burning: systematic statistical surveys of ecosystems and habitat areas; environmental compliance; and forest pest control.

Duties
Prepare and update the Integrated Wildland Fire Management Plan. Plan, prepare, and implement the Annual Prescribed Burn Plan and coordinates with external agencies on prescribed fires.
Plan programs and/or develops alternative environmental management solutions to meet mission requirements and protect the environment complying with environmental and natural resources laws and regulations.
Perform ecosystem management initiative activities such as timber marking, prescribed burning, reforestation, timber stand improvement, herbicide application, site preparation, and other forestry/vegetation related activities.
Conduct technical reviews of environmental documents for conflicts with military missions. Compile, assemble, develop, and analyze factual data concerning forestry and other land related resources.
Develop and keep current installation Vegetation Management Plans and Fish and Wildlife Management Plans for Redstone Arsenal.
Develop and apply various techniques to improve timber growth and reduce the density of the low growing vegetation that contributes a highly flammable hazard to test ranges.
Interpret federal, state and agency policies when developing local program guidance, policies, and standard operating procedures.
Advise, review and prepare forest/vegetation management and other natural resource sections of the Installation Integrated Natural Resources Management Plans.
Consult personnel of the Department of Agriculture, Department of the Interior, and state and private conservation agencies on mutual problems in forest management and fish and wildlife management.
Serve as a project manager for contracts. Monitor contract work and prepares appropriate documentation such as delivery orders and receiving reports.
Oversee site specific restoration/mitigation projects using technical experience and judgment; the determination of technical feasibility of projects; the direction and overseeing of on-site construction.
Prepare scopes of work and government estimates assuring appropriate contract award occurs while monitoring the contractor's progress and satisfactory completion.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Educational Requirement:
A. I have a bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. My curriculum was sufficiently diversified and included courses in each of the following areas: (1) Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results; (2) Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment; and (3) Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. B. I have a combination of education and experience which includes courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. My curriculum was sufficiently diversified and included courses in each of the areas described in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
A. I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience with professional forestry land management practices and concepts to develop and execute timber management and/or insect and disease control plans and programs in a forest area; Experience with harvesting systems sufficient to devise solutions to complex problems on varied (biologically and physically) units in a forest area; and Experience with agency land management policies and procedures sufficient to ensure that timber management and insect/disease control plans and programs are consistent with such policies and procedures.

B. I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. C. I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
