Duties

The Facility Operations Specialist (Facilities Manager) is responsible for leadership of the facilities management work group at Isle Royale National Park. Serves as the facility management expert and as an effective member of the park leadership team to develop and implement management strategies. Actively involved in decisions affecting overall park management, policy, and operations, and contributes to the development and implementation of park management documents. Responsible for a comprehensive safety and training program to eliminate at risk behaviors and environments and enforce regulatory policies and mandates. Responsible for development and implementation of projects and development of alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Develops and manages the work group budget and projects, utilizing NPS financial and project management programs. This position is responsible for the proper allocation and accountability for an annual budget more than three million dollars. This position oversees approximately 30 full time permanent and seasonal employees covering a broad range of priorities and disciplines (for example: trails, campgrounds, docks, housing inventory, fuel systems, vessel fleet, complex mainland/island logistics). Collaboratively engages with Grand Portage Band, Grand Portage National Monument, Keweenaw National Historic Park, and others within the Lake Superior Zone and Legacy Midwest Region to accomplish mutual goals. Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending and moderate lifting are required. Much island travel occurs by boat and incumbent is often subject to inclement weather and rough seas. Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations. The position is duty stationed in Houghton, Michigan from November through mid-April. Houghton has a population of approximately 10,000 and is a full-service community with schools, churches, medical services, shopping, and abundant outdoor recreational opportunites. Higher education facilities are available at Michigan Technological University in Houghton. Houghton is one of several towns and villages on the Keweenaw Peninsula where housing is available for purchase in a wide range of prices from $100,000 to $500,000. Rentals range from $800 to $3,000 per month but are often more difficult to find. Winter snowfall averages between 150 and 200 inches per year creating abundant opportunities for snowmobiling, snowshoeing, and cross-country and downhill skiing in the area. During April through October, this position is required to live and work in Isle Royale National Park, approximately 70 miles by water or sea plane from Houghton. Isle Royale is a large, remote, isolated island in northwestern Lake Superior and is 99% federally-designated Wilderness. The park offers superb recreational opportunities such as boating, kayaking, canoeing, backpacking, camping, fishing, hiking, and more. Transportation for visitors, employees, and their families, as well as mail, groceries, and other supplies are provided via the park's ship, the M.V. Ranger III. Government housing is furnished on the island at no cost to the employee during the operating season. There are no roads, limited amenities, and limited opportunity to travel to the mainland. To protect Isle Royale's fauna from disease and other maladies, pets are prohibited. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

Qualifications

All qualifications must be met by the closing date of this announcement-09/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include but are not limited to the following: provides leadership, oversight, and management of the facilities division, develops, implements, and manages projects and alternatives, develops, and manages work group budget and project budgets, oversees multiple employees, vessel and fleet management, and a safety and training program. Collaboratively engages with other federal, tribal, state, and local partners. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
