About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Agana Heights, Guam.
Incumbent serves as a Financial Management Analyst that performs administrative work of a fiscal, financial management and accounting nature. Duties comprise of providing advice, assistance, and oversight on department financial and budgeting matters.

Duties
Analyze information of assigned area to provide advice or assistance to other financial managers regarding accounting and budget functions, policies, or procedures.
Review documents, records, and accounting/budgeting reports to verify accuracy and compliance with policies, operating procedures, and revised regulations.
Review a wide variety of financial regulatory and procedural guidance to determine financial automation system requirements for program support.
Oversee the Government Purchase Card Program to ensure users record reconciliation data in accordance with policies.
Monitor Wide Area Workflow and contract execution to ensure correct financial accounting codes, set system funding targets, and resolve problems.

- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.

Qualifications

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes assisting to advise on regulations, laws, and procedures regarding financial or budgetary matters; assisting to implement internal control policies to prevent discrepancies, fraud, waste, or abuse; and utilizing automated systems to review, report, and process financial data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
