The financial requirements for the CMOP are complex in nature, requiring accountability for costs associated with providing service to multiple medical centers. This position provides professional accounting and financial management, analysis, and technical advice to Directors and CFO's for all medical centers served, and National CMOP Off ice. The position will promote sound financial decisions in the CMOP service activities, enhance the business practices; and preclude fraud, waste, and abuse.

Duties

These major duties include, but may not be limited to: Examines, certifies and audit vouchers submitted for payment, while assessing compliance with applicable laws, regulations, policies, and procedures. Establishes and maintains internal controls systems with a special emphasis on the operational areas identified as having a high risk of fraud, waste, and abuse. Ability to communicate either by phone or correspondence with veterans, fiduciary, other offices with inquiry results. Prepares fiscal, administrative, and other statistical reports as deemed appropriate and/or as required and serves on such other projects as directed. Must have a thorough understanding of the various benefit programs and the payment procedures and regulations applicable to each program administered by the Department. Independently performs reviews for accuracy and consistency of data such as audits, debts, and reimbursement. Ensures that recurring reports are accurately complied and completed on time. Provides technical advice to all Regional Off ice employees on complex and unusual benefit award adjustments, special payment issues, and accounts receivable actions on the applicable computer applications. Ability to use specific VA computer applications, in additions to Microsoft Excel, Word and other electronic database applications. Performs accounting reviews and payment function checks for discrepancies and advises management with proposes plans to prevent future unassociated funds situations. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This position has an IOR which is a basic requirement that must be met in order to qualify for entry into this occupational series, and it is something that cannot be waived. EDUCATION: Applicants must have an accounting degree or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. [NOTE: The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."] OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge including 24 semester-hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to applicants meeting the Individual Occupational Requirement (IOR) as described above, applicants may qualify based on their specialized experience and/or education as described below: GS-11 GRADE LEVEL: Specialized Experience: Applicants must have at least one (1) year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the normal line of progression for the occupation in the organization. Examples of creditable specialized experience include but are not limited to: knowledge of researching detailed accounting records; ability to reconcile all appropriated fund accounts and their individual cost center to financial statement, budgets, historical data, and local financial goals; coordinates the formulation and development of the annual budget with the Chief Financial Officer (CFO) including submission and supporting justification; skills in determining whether internal controls are in place and functioning properly; and prepares and maintains supporting audit documents; OR Education: Applicants must have successfully completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. OR equivalent doctoral degree. One year of full-time graduate level education is 18 semester hours or the number of credit hours that the school attended has determined to represent 1 year of full-time study; OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-12 GRADE LEVEL: Specialized Experience: Applicants must have at least one (1) year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the normal line of progression for the occupation in the organization. Examples of creditable specialized experience include but are not limited to: performs appropriated funds and financial oversight for the Chief Financial Officer (CFO), including professional accounting and audit reviews; responsible for the complete accounting program, including planning, adapting or reviewing all accounting systems, and analyzing and evaluating current and past performance; coordinates requests for additional funds and monitors all changes to the budget plan throughout the year; certifies and coordinates the preparation and issuance of all billing statements; and employs statistical and other sampling techniques to review subsidiary accounts and verifies reconciliation to the general ledger. There is no educational substitution at the GS-12 grade level for this position. Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Physical Requirements: The work is primarily sedentary. May require some walking, standing, bending, or carrying of computer reports, boxes and ledgers. May require extended periods of work at a computer (PC) terminal/station. Work Environment: The incumbent works in an adequately lighted and ventilated off ice environment. Observes normal safety precautions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
