As the Travel & Transportation Management Specialist, you will be responsible for independently implementing a variety of international travel policies and procedures for APHIS and International Services, which have worldwide impact on all APHIS Foreign Service Officers and their dependents.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provides expert and technical counsel and guidance to employees by interpreting the policies and programs that impact personnel travel. Identifies and resolves operational problems affecting the international travel within all of APHIS and for its Foreign Service Officers. Participates in formal training programs for APHIS and IS as well as conducts orientation procedures for newly hired Foreign Service Officers and Foreign Service Nationals. Provides written procedures pertaining to USDA and Department of State policies and/or guidelines with respect to travel and transportation activities. Serves as the APHIS representative to IS for international travel as well as the liaison between APHIS and FAS in dealing with passport and visa acquisition and control. Provides advice and guidance on federal laws, regulations, and policies pertaining to the worldwide movement of APHIS employees and Foreign Service Officers within IS and their dependents.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Gathering data in order to develop cost comparisons and reports. Use of an automated system to prepare travel authorizations, secure travel arrangements, or process reimbursement. Creation of written correspondence for management and customers. OR EDUCATION 1 full year of graduate level education in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related. or Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related AND must meet certain GPA requirements. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Application of laws, regulations, policy and procedures affecting the authorities and payment of travel expenses to include domestic foreign and relocation travel. Having provided assistance to all levels of employees using Concur electronic travel system. Use of accounting system to de-obligate funds and reconcile accounts. OR EDUCATION Master's or equivalent graduate degree in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related. OR 2 full years of progressively higher level graduate education leading to such a degree. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
