This position is in the United States Department of Agriculture (USDA), Rural Development (RD), Michigan State Office. It is a developmental position with duties designed to provide training and development to prepare incumbent for advancement to higher grade level.
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Evaluates, implements administrative policies, directives, regulatory guides, and updates or adapt, to determine impact on operations and determine when changes are necessary.
Serves as technical expert to other administrative personnel within the office.
Troubleshoots administrative issues that arise in the performance of daily operations.
Performs technical and procedural review and processing, including determining that the contract is in technical compliance with program requirements such as forms and delegated signatory authority.
Reviews, monitors, advises, and assists management on matters concerning HR actions and services.
Keeps accurate records and informs action officers of final disposition.
Serves as liaison with appropriate budget and accounting officials concerning a variety of budget/financial issues/activities.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-07 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Providing assistance on a variety of administrative support functions; maintains office calendar and prepares time and attendance; makes travel arrangements and prepares travel orders; uses a variety of software programs for word processing and spreadsheets; and prepares spreadsheets for analysis and review with guidance from senior specialist; works in established timeframes to complete work OR one (1) full year of graduate level education OR Superior Academic Achievement. Equivalent combination of education and experience are qualifying for this grade level.
Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society that is recognized by the Association of College Honor Societies.
