This position is located in the Department of Health and Human Services, Administration for Children and Families, located in Washington, District of Columbia. **This announcement will be open for 7 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

Providing the Administration for Children and Families (ACF) with risk assessment capabilities to promote payment and program integrity. Assisting in the assessment and/or review of organizational/institutional/entity compliance with governing statutes, federal regulations, and policies promulgated by the Office of Management and Budget (OMB), General Accountability Office (GAO), U.S. Department of Health and Human Services (HHS), and ACF related to fraud and payment integrity. Supporting the development of fraud and payment integrity risk assessment and/or review plans and assisting in the evaluation of areas of ACF interest by obtaining data from previous studies, researching and analyzing pertinent laws, legislative history, regulations, and management controls of the organization or function to be assessed. Examining and/or reviewing program, grant, or contract records and control procedures to assess fraud and payment integrity risks; assessing the degree of efficiency, economy, and effectiveness of the entity and/or program being assessed; assessing compliance with applicable statutory, regulatory and federal policy requirements and the financial and/or operational integrity of activities. Liaise with the HHS Office of Inspector General (OIG) Office of Investigations and/or other law enforcement bodies in support of allegations of fraud, waste, or abuse.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Basic Requirement: You must meet one of the items listed below (A or B): A. Applicant must have successfully completed a bachelor's or higher degree in auditing; or a degree in a related field such as business administration, finance, or public administration or accounting (You must submit transcripts with your application). OR B. Applicant must have a combination of education and experience. I have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. I also possess one of the following: (1) a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or (2) I have completed the requirements for a degree that included substantial course work in auditing or accounting (e.g., 15 semester hours). Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing two (2) of the three (3) duties listed below: Providing feedback on the results from fraud and/or payment integrity assessments; Developing assessment/review plans for financial and/or operational systems; or Testing program, grant or contract financial and/or operational records and control activities to assess risks. GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing two (2) of the three (3) duties listed below: Modifying methods and techniques to resolve a variety payment integrity auditing and/or assessment problems; Providing follow-up support to assist management in resolving audit and assessment findings; or Evaluates financial and/or operation records for adherence to prescribed policies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
