The primary purpose of this position is to serve as the Supervisor for the Support Services Branch at the Kayenta Service Unit (KSU), in Kayenta, Arizona. The incumbent will supervise, manage and have the oversight of the support services functions for the division of administrative services of the KSU. The hospital provides comprehensive education, curative, and rehabilitative health care programs to meet the needs of the Kayenta Service area with a user population of approximately 19,253.
Duties

Executes provisions of program procedures, within applicable standards, which includes a complete staffing plan to subordinate employees, including counseling, disciplinary action, corrective action, evaluation, and overall management of each employee.
The incumbent plans work to be accomplished by subordinates and prepares schedules for completion of work and assigns work to subordinates based on priorities and capabilities of employees.
Serves as the custodial officer for the service unit. Ensures proper custody of hospital equipment supplies, stores and PHS vehicles. Directs annual inventory by maintaining continuing surveillance of property to determine maximum utilization and to report non-required property available for transfer.
Directs and coordinates the primary Receiving Supply Program by maintaining stock control records and levels, issues and receipts, storage allocations, and inventory adjustments. Directs receiving reports for payment on all direct issues and personal property.
Serves as records management liaison. Assigns service unit clerical support personnel as records' managers for their respective departments.
Ensures hospital incoming and out-going mail is picked up from the post office daily and distributed accordingly. Oversees the postage charges to the hospital and ensures that government business is conducted in the most efficient manner, that is the most advantageous to the government.
Directs proper use of all vehicles including passenger cars, SUVs and trucks; ensures maintenance and repairs of vehicles. Investigates vehicle accidents, prepares reports and document submissions, as required by the Navajo Area Office and GSA motor pool.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC QUALIFICATIONS:
Education
Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, is qualifying for GS-5 level positions.
Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9; and 3 years or a Ph.D. or equivalent doctoral degree is creditable for GS-11.

General Experience (for GS-5 positions): Three years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, is qualifying for GS-5 level positions. General experience is experience that involved dealing with others in person-to-person work situations, in obtaining and providing a variety of services for an organization, or other work that demonstrated the ability to perform successfully the work of the position to be filled.
Specialized Experience (for positions above GS-5): One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-11: Oversee the daily operation of one or more support services for an organization, including clerical services, office space, equipment and supplies, vendor management and other support services. Establish work procedures and standards to improve efficiency and effectiveness of assigned operations. Ensure compliance with established standards and responsible for reviewing and evaluating the work and performance of subordinates.
SUPERVISORY OR MANAGERIAL COMPETENCIES: Candidates should possess proficiency or the potential to develop proficiency in these competencies prior to entry into a supervisory position.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
