Duties

This Transportation Security Specialist (VETTING) position is located Operations Support (OS), Intelligence & Analysis (I&A), STAD, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Conducting analysis for the identification and mitigation of threats to the transportation infrastructure; preparing and reporting results detailing the analysis and evaluation in support of decisions made and to document findings. Reviewing and making vetting determinations, meeting the adjudication and vetting standards for accuracy and productivity. Review of case denial recommendations, revocation of credentials for various vetting populations, creating, writing, and submission of denial letters and providing feedback to recommend as appropriate in accordance with Standard Operating Procedures (SOPs) and regulatory guidance. Interpreting vetting match results produced by an automated vetting system utilizing multiple databases and computer-aided tools, conducting extensive research, including interpretation and evaluation, of complex multisource data to determine whether an individual being vetted is a match to an identity on vetting data sources. Preparing reports of investigation (ROIs) and additional correspondence, as necessary, and maintaining records and case files. Generate a wide variety of unique reports required to demonstrate the efficiency and effectiveness of a program. Collect and analyze data for recurring and special reports. Maintain program records, prepare and submit status/update reports, memorandums for record for internal and external stakeholders, develop information papers, briefings and program summaries. Coordinate and interact with internal and external stakeholders and security partners and serve as operational subject matter expert to develop requirements and SOPs for new/incoming program changes and transportation security policy changes. Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor. Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G and H Bands) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below. A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one year of which was equivalent to at least GS-4 in the Federal service or equivalent experience in the private sector. Such experience is defined as: Experience using a variety of automated systems to research information to make sound adjudicative decisions; AND Experience conducting internet based criminal and/or immigration research to obtain criminal court records, statutory information and immigration/US citizenship documentation; AND Experience analyzing problems, gathering pertinent data and recognizing solutions, planning and organizing work and communicating effectively orally and in writing. OR B. Education: Bachelor's or higher-level degree in any field from an accredited college or university. OR C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position. GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Note: For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses from an accredited college or university, which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months' equals one month of experience. No additional credit is given for overtime. To qualify for the SV-H Pay Band (equivalent to GS-11/12), your application must clearly outline one year of specialized experience at the SV-G Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Experience interpreting vetting match results produced by an automated vetting system and using multiple databases and computer-aided tools, conducting extensive research, including interpretation and evaluation, of complex multisource data to determine whether an individual being vetted in match to an identity on vetting data sources; AND Experience conducting on-the-job training and providing corrective feedback to staff members as needed; AND Experience in identifying gaps in needed information to complete assessments or reports to obtain proper intelligence and data to support security threat assessment for operations, policy formation, and program management. To qualify for the SV-I pay band (equivalent to the GS-13 grade level), your application must clearly outline one year of specialized experience at the SV-H pay band or GS-12 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is: Experience implementing methods and techniques of fact-finding, analysis, and skill to identify problems and develop a plan of action to isolate specifics to aid in the resolution of case applications, the preparation of extensive criminal history packages, and security threat assessment board case summaries; AND Experience in coordinating and interacting with law enforcement members of federal, state, local and international government, as well as representatives of industry in pursuit of strong transportation security and safety measures; AND Experience analyzing evidence and applying statutory requirements, regulations, judicial, and administrative precedents; AND Experience maintaining program records, preparing and submitting status/update reports, memorandums of record for internal and external stakeholders, and developing information papers, briefings, and program summaries as needed. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
