This position serves as the Facility Management Engineer (FME) for the Indian Health Service Claremore Indian Hospital. The FME is responsible for administering the technical and administrative aspects of the physical operation, maintenance, repair, alteration, construction of the health care facility buildings, grounds and equipment, as well as the safety and security of these properties.
Duties
Plans, implements and monitors the programs for preventive, predictive and corrective maintenance of real property, building service equipment and grounds, performed by in-house facility management staff or by maintenance service contracts.
Provides direction and guidance to the Maintenance Supervisor who is responsible for personnel and contract services serving the Facilities
Maintenance Dept; develops scopes of work and cost estimates, reviews plans and specifications and provides engineering oversight for projects as assigned; and provides construction inspection oversight to ensure that best practices and
quality workmanship is provided.
Manages funds allocated for the operation of the Claremore Indian Hospital, Facilities Management Department. Accountable for the management and tracking of program funds.
Serves as the hospital's technical consultant for Sustainability program activities. Maintains a working knowledge of the most relevant sustainability requirements. Reviews and approves utility bills, ensures their accuracy and prompt payment. Analyzes and compares energy and water usage to historical utility records to identify rate changes and consumptions trends that might identify opportunities for energy conservation opportunities and cost savings.
Provides professional engineering direction to comply with hospital accreditation requirements. These requirements include: Federal (e.g. Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), etc.), State and local authorities having jurisdiction, as well as accrediting agencies (e.g. Joint Commission, College of American Pathologists (CAP), etc.). The incumbent FME
develops policies and procedures that comply with these sometimes-conflicting requirements, while minimizing adverse impact on patient care.
As first line supervisor, reviews and evaluates the quality or work performance of staff using the Performance Management and Appraisal Program (PMAP). Exercises complete administrative control over subordinates. If necessary, initiates and follows through the Performance Improvement Plan (PIP) or disciplinary actions according to the Federal Human Resource policies and procedures.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited bye ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-13: Experience applying engineering principles, concepts and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Experience in overseeing a diverse workforce including developing goals and objectives of a facility management program; preparing policies, procedures and guidelines for implementing preventive and operations maintenance. Experience in serving as project manager for sustainability activities. Experience in reviewing architectural and engineering drawings for new building construction. Experience in performing administrative activities to effectively conduct a facilities management program.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
