This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is located at the Detroit Arsenal.

Duties

At the full development level, responsible for the management, utilization, programming, acquisition, and disposal of real estate to include facilities, utilities, roads, installed equipment, and land use. Develop technical documentation, cost analyses, and justification of all real estate transactions to include leases, licenses, easements, permits, rights-of-entry, and right-of-ways. Review requests for the use and occupancy of government owned real estate, including land and buildings. Administers the outgrant management program to include leases, licenses, easements, permits, rights-of-entry and right-of ways for land, buildings, utilities, roads, private development, public use, etc.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience GS-11: One year of specialized experience which includes: 1) experience in the areas of real property accountability and real estate management; 2) preparing and updating real property inventory; and 3) reviewing requests for the use and occupancy of government owned real estate, including land and buildings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS 12: One year of specialized experience which includes: 1) experience in the areas of real estate management and real property accountability; 2) enforcing policies that govern permits and leases, disposal of assets, and/or privatization of assets; 3) experience with an outgrant management program to include leases, licenses, easements, permits, rights-of-entry and right-of ways for land, buildings, utilities, roads, private development, public use, etc.4) reviewing requests for the use and occupancy of government owned real estate, including land and buildings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12 grade level.
