This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive service positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Performs site investigations and surveys to verify existing conditions and obtain data on projects that do not require the expertise of a professional engineer.
Review blueprints, specifications, drawings and plans to consider course of action
Serve as a Contracting Officer Representative (COR) and/or Project Manager on Highly Technical and/or Highly Sensitive Construction Projects or Service contracts.
Develop design drawings or revise existing drawings
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must pass required classes to perform Contracting Officer Representative/ Contracting Officer Technical Representative (COR/COTR) functions.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
- Incumbent must pass GFEBS classes and be provisioned in the General Fund Enterprise Business System (US Army) (classes L101E, L201E, L250E, L251E, L280E, L281E, L303E, L451E, L452E, L455C, L457E, L482E, L483).
- Incumbent may be required to obtain Government Purchase Card (GPC) and remain in good standing with the credit card program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
To qualify for the GS- 07: One year of specialized experience which includes:
Reviews plans, specifications, estimates and associated supporting documentation for various procurement strategies and mechanisms for construction, services, supplies and materials.
Performs duties as a project manager by conducting field surveys of sites and facilities.
Exercises a practical knowledge of construction process, materials, operations and cost estimating.
Inspect contractor work to ensure accuracy and validate payment.
OR
Education: One full year of graduate education (18 semester hours) in a field directly related to the work of the position such as engineering, construction, or industrial technology. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must upload a copy of your transcripts with your application package.
OR
Combining Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
To qualify for the GS-08: One year of specialized experience which includes:
Reviews plans, specifications, estimates and associated supporting documentation for various procurement strategies and mechanisms for construction, services, supplies and materials.
Performs duties as a project manager by conducting field surveys of sites and facilities.
Exercises a practical knowledge of construction process, materials, operations and cost estimating.
Inspect contractor work to ensure accuracy and validate payment.
Conducts progress meetings with project stakeholders.
OR
Education: One and a half years of graduate education (27 semester hours) in a field directly related to the work of the position such as engineering, construction, or industrial technology.
OR
Combining Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 27. Add the two percentages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Time in Grade Requirement for GS-08: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
To qualify for the GS-09: One year of specialized experience which includes:
Reviews plans, specifications, estimates and associated supporting documentation for various procurement strategies and mechanisms for construction, services, supplies and materials.
Performs duties as a project manager by conducting field surveys of sites and facilities.
Exercises a practical knowledge of construction process, materials, operations and cost estimating.
Inspect contractor work to ensure accuracy and validate payment.
Conducts progress meetings with project stakeholders.
Preparing estimates, schedules, contract scope, and contractor progress reports.
OR
Education: Master's or equivalent graduate degree OR 2 full years (36 semester hours) of progressively higher level education leading to such a degree OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. NOTE: You must upload a copy of your transcripts with your application package. Your degree must be from an accredited college or university.
OR
Combining Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
