The primary purpose of this position is to plan and implement an enhanced youth sports and fitness program for youth ages 5-18 and serve as assistant youth director for a very large participant population (over 8,000).

Duties

Plans and implements and enhanced youth sports and fitness program for youth ages 5-18. Manages budgeting and fiscal matters pertaining to all of Youth Programs and activities. Assists Youth Director in designing, developing and guiding all Youth Programs for Hurlburt field. Cultivates a cooperative relationship between the civilian and military communities by establishing and maintaining a liaison in the community. Exercises supervisory personnel management responsibilities. Manages a robust fitness program for youths of all ages.

  • This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.
  • This is a Supervisory position. A one-year supervisor probation period may be required.
  • This position is a childcare position and is subject to background checks in accordance with Public Law 101-647.
  • Incumbent is subject to work and uncommon tour of duty to meet program requirements including regular nights, weekends and holidays.
  • Must be able to obtain First Aid and CPR Certification.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft.
  • A pre-employment physical/medical examination is a condition of employment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the range of activities and services, or participant interests and needs, and of the methods and processes involved in a Youth Sports Program which knowledge enables the employee to plan and conduct an enhanced variety of recreation activities and services. Skill in the application and utilization of such knowledge in planning and carrying out a recreation center program in this specialty area which meets, as fully as possible, the needs of the participating community. Skill in the effective management of financial, physical, and human resources for the Youth Sports Program. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. The education must have been obtained in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic programs, plans, and methods of operations for Youth Programs serving a large military community. Knowledge or training in personal fitness training principles and procedures as they affect the human body. 2. Knowledge of oral and written communications, instructions, and guidelines. Knowledge of safety and security regulations, practices, and procedures. 3. Skill in effective management of financial, physical, and human resources of Youth Center programs. 4. Skill in planning and conducting a wide variety of recreational and family programs and ability to understand detailed factual information and basic factual information. Skill and utilizing space allotted to meet the needs of the community. 5. Ability to supervise and implement sound personnel policies, practices, and procedures. 6. Knowledge of budgeting/accounting processes including the ability to develop/establish a budget, receiving and protecting various monies, and purchasing, marketing, and long-range forecasting as directly related to the Youth Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
