This position is located within the USPFO at Camp Mabry in Austin, Texas. This position performs first level supervisory duties. Under the supervision of the Chief of the Contracting, performs contracting functions and is responsible for oversight of multiple or unique missions. The purpose is to serve as a Warranted Contracting Officer and supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction.

Qualifications

To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: General Experience: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. Specialized Experience Required To qualify at the GS-1102-13, NG Title 5 Excepted Service Supervisory Contracting Program: Must meet positive education requirement. Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. Applicants must be DAWIA (Level I - Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional). Must have advanced level certification. Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) as this position is required to hold a warrant as a condition of employment.

Continuous Learning (CL):
