The position is located in Fiscal Service at VA Northern California Health Care System. The incumbent is the principal agent cashier for the facility, which includes the outpatient clinics at Martinez, Oakland, Redding, Chico, Fairfield, Mare Island, Sacramento Outpatient Clinic at McClellan, and the Sacramento Medical Center at Mather.
Duties
Major duties include, but are not limited to the following:
The incumbent performs general clerical work in support of a fiscal nature, such as liaison with outside sources and Department of Treasury for operating advances, regarding the status of payments, initiating internal fiscal controls for processing of receiving and disturbing documents, or inputting and maintaining financial data into an automated financial system.
The Incumbent establishes and maintains a complex cashier function, which contributes to the effective service to our Veterans and the efficiency of Fiscal Service Operations.
The incumbent control's/maintains, as the central control point for the specialized monetary system utilized by the VA, including check drafts.
Examines, verifies, and maintains financial accounts data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data. In the performance of duties, determination must be made on the acceptability of a wide variety of items and documents, the adequacy of identification material, and the authenticity of signatures.
The incumbent balance's all accounts daily to ensure the disbursing fund and collections are accounted for properly.
The records of the alternate agent cashiers are verified to account for any collections received or disbursement made.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a wide variety of cash processing procedures using manual and electronic methods for disbursement, collection, clearing, tracking and accounting/reconciling for various cash transactions and their relationships to other functions. (This experience must be well documented in your resume or application package.)

Physical Requirements: The work is primarily sedentary but may require some physical effort, such as standing, walking, bending, orsitting. There are no special physical demands.
