About the Position: Serves as an Instructional System Specialist working under the direct supervision of the Chief, Educational Technologies Branch, United States Army Aviation Center of Excellence (USAACE) Directorate of Training and Doctrine (DOTD), who provides broad guidance and makes project assignments located in Fort Novosel, AL.
Duties
Performs instructional design and curriculum development tasks supporting analysis, design, development, implementation, and evaluation for the United States Army Aviation Center of Excellence (USAACE).
Coordinates work with higher headquarters, other education or training specialists, counterpart action officers, instructors, and Subject Matter Experts (SMEs).
Collects pertinent progress and process data, performance data, and information from students, instructors and other personnel, evaluating their data, and making recommendations.
Coordinates all contract support activities necessary for successful execution to validating and transferring government furnished information and/or equipment and coordinating product validation and pilot target audiences.
Ensures all contract developed products adheres to curriculum development and distributed learning doctrine, regulations, policies and instructions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain Secret background investigation.
- Temporary duty may be required up to 15%.

Individual Occupational Requirements (IOR)
Basic Requirements
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Specialized Experience: One year of specialized experience which includes administering, advising, designing, developing and /or providing educational or training services in formal education or a training program; measuring the effectiveness and efficiency of an instructional program for a specialty area. Additionally, the work requires knowledge of learning theories and the principles, methods, practices and techniques of the instructional systems field. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Instructional Design or Industrial/Organizational Psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
