This position is part of the Southeastern Power Administration. As a Public Utilities Specialist, you will collect and review data for the preparation of repayment studies and other compilation and analysis required in the development of wholesale power rate formulation for the hydroelectric power generation systems. **This is not a remote position. The selectee will be required to be physically present at the Elberton, GA duty location.**

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: At the GS-7 level: 1 year of specialized experience equivalent to the GS-5 grade or pay band in the Federal service, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work. Communicate effectively orally and in writing. OR 1 full year of graduate level education or superior academic achievement At the GS-9 level: You must have one year of specialized experience equivalent to the GS-07 pay grade or band in the federal service in the following area: Knowledge of the business practices, rate structures, and operating characteristics of public utilities in the purchase or sale of utility resources and services. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. At the GS-11 level: You must have one year of specialized experience equivalent to the GS-09 grade level or pay band in the Federal service in 2 or more of the following areas: Public utility theories, principles, practices, and techniques related to contract administration, power allocations, transmission services, or rates of power sales. Power marketing contractual obligations. Electric utility marketing trends. Organized electricity markets or Regional Transmission Organizations. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
