Duties

(Continued from Summary)... This is a developmental position. All training must be completed, and regulatory requirements met prior to promotion. GS-09 The primary purpose of this position is to serve as assistant personnel systems administrator & technical expert for the Military Personnel Section's (MPS) various technical solutions to include (but not limited to) Base Level Service Delivery Model (BLSDM), Case Management System (CMS), Personnel Records Display Applications (PRDA), Military Personnel Data Systems (MilPDS), & various IT/IS computer systems & software. Position provides automated personnel data systems support & administers Personnel Systems Management (PSM) activities including systems programming, equipment operation, training, & maintenance. GS-07 Duties Performs developmental assignments. Performs recurring assignments. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation. GS-09 Duties Personnel Systems Administration. Technical Systems Administration. Technical Process Improvement and Special Project Development.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0203 series. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in Military Personnel Systems. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in education, or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of computer/ automated data processing techniques, requirements, methods, sources, procedures, and system software/hardware. Knowledge of the capabilities and limitations of local and wide area networks, technical microcomputer/mainframe integration and communication/distributed processing techniques, system software, utility programs and programming aides to accomplish applications programming supporting network maintenance or to accomplish tasks associated with network/ communications software projects. Knowledge of the mission, objectives, and terminology of the activity, the agency, and the department to recognize probable areas of interaction and overlap between legacy and proposed systems. Knowledge of established security techniques and procedures to ensure network security requirements related to physical, personnel, emanations, and information security are accomplished. Knowledge of military personnel policies, processes, and specialty areas, and the ability to relate this knowledge to system processes/functions/capabilities in order to provide positive assistance in solving workforce issues; to provide advice on organizational structure and to help plan organizational or procedural changes. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-07 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles, concepts, and practices of Military Personnel Systems. 2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Military Personnel Systems. 3. Skill in communicating factual and procedural information clearly, orally and in writing. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. GS-09 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of automated data processing functions, techniques, and capabilities including UNIX operating system, relational database principles, microcomputer operation, and the network operating system. 2. Knowledge of the principles, concepts, techniques, standards, processes, and guides of Military Personnel management and ability to relate to personnel systems. 3. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. 4. Ability to gather facts and use effective evaluative methods to accurately assess information and make sound recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
