About the Position: Leads a team of program analysts responsible for the financial program management of a major system acquisition program under Project or Product Management.
Duties
Provides guidance and direction to elements engaged in the development and implementation of plans and objectives to assure that actions
are in keeping with PEO/PM and higher echelon objectives.
Identifies areas needing emphasis and exercises leadership to ensure financial requirements meet time, cost, and performance schedules and
are accurately established and met.
Develops, maintains, and coordinates a responsive financial management program to assure availability of resources, and to meet established
milestones and events for development, procurement, and fielding of systems.
Tasks participating and supporting organizations with program and budget planning by developing and disseminating requirements, methods,
and justification strategies.
Reviews, analyzes, and evaluates accomplishment of overall program by review or reports, studies, products, and information provided by staff
members, support personnel, contractors, and other agencies.
Makes formal and informal presentations outlining the history, current status, and objectives of functional responsibilities.
Develops, maintains, and coordinates a responsive financial management program to assure availability of resources.
Meets established milestones and events for development, procurement, and fielding of systems for the United States and Foreign Military Sales (FMS) customers.
Works with the technical authority in international acquisition, analysis, and evaluation of assigned systems
Works with Security Cooperation, Foreign Military Sales (FMS), and Armaments Cooperation to ensure holistic Research, Development, Test, and Evaluation (RDTandE) and acquisition management
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This is a DOD Financial Management Certification Program (DFMCP) Level III position. This certification must be obtained within 24 months of
appointment.
- Must be able to obtain and maintain a Secret clearance.
- This position is a Critical Acquisition Position (CAP) position. Selectee must execute a written tenure agreement to remain in Federal service in
the position for at least three years.
- Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of BUSINESS FINANCIAL MANAGEMENT (BUS-FM) and
Advanced Level Certification must be met within 4 years of entrance on duty.
- This is a Non-Key Security Cooperation position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete and Advanced level certification within 5 years of entry of duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.

Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 pay band which includes: 1) Utilizing information across the financial management research discipline to evaluate financial performance, reports, and briefings; 2) Communicating program status, risks, and opportunities to organizational leadership; and 3) Coordinating with staff as required to assist managers with workforce development strategies.
