This position is an entry level general engineer trainee position located in the California Area Office, Office of Environmental Healthand Engineering, Division of Health Facilities Engineering. The work involves the application of knowledge of engineering fundamentals or involves technical work in several branches of engineering. Program specific training will be routinely assignedduring the course of duties for this position.
Duties
Performs a variety of engineering technical and related support work relative to the assessment of facilities and planning activities in support of design and construction and operation and maintenance functions involved with healthcare facilities.
Work is performed under the guidance of and in support of professional staff who are assigned project or project input responsibilities based on technical skills and knowledge of general engineering. Makes field site visits as authorized to obtain information, become familiar with and develop a better understanding of project(s) and to generally support the efforts of others.
As an entry level engineer (Trainee), the incumbent professional development within the framework of the work plan will focus in the following areas: NFPA - 101 The Life Safety Code, NFPA - 99 Health Care Facilities Code, Basic Project Officer Course, healthcare accreditation requirements for Environment of Care and Emergency Management, Facility Operation and Maintenance, Planning for Project Success, Fundamentals of HVAC, Fundamentals of Electrical & Plumbing Systems, Building Automation Systems, Health Systems Planning, Facilities Data Systems, Basic Plan Review, Interim Life Safety and Infection Control in Healthcare Facility Renovation, Federal Acquisition Regulations, ADA, OSHA and Professional Engineering Development.
As an intermediate level general engineer, the incumbent makes calculations applying standard formulas; prepares graphs, curves, and tables for other engineers; records factual data in tests and observation studies; performs drafting and minor detail design; and searches technical reports to obtain information.
As an advanced level general engineer, the incumbent assists in the review and approval of contractor plans for accomplishing, detailed scope descriptions, detailed schedules, risk management approach, milestone descriptions, and budgets. Also provides technical assistance that involves major building systems including heating, ventilation, air conditioning, plumbing, fire protection, architectural systems, electrical distribution and medical gases.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENTS
To qualify for a GS-05, students must have completed 4 academic years of post-high school leading to a bachelor's degree or equivalent degree in engineering.
To qualify for a GS-07, students must have completed one full academic year of graduate level education; OR be eligible for Superior Academic Achievement with a bachelor's degree in engineering.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-7:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-05 in the Federal service. Specialized experience for this position is defined as:
Assisting in the planning and development for engineering components within assigned programs/projects; AND
Assisting in researching and gathering information to identify engineering issues which could have an impact on the program/project.
OR EDUCATION:1 year of graduate-level education in engineering OR SUPERIOR ACADEMIC ACHIEVEMENT: Based on a Bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. The first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-9:
You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes:
Assisting in the planning, development, and implementation for engineering components within assigned programs/projects; AND
Assisting in preparing written evaluations to identify engineering inadequacies or weaknesses; AND
Assisting in identifying and resolving engineering issues which could have an impact on the program/project.
OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in engineering.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. The first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Pathway Recent Graduate Eligibility Requirements:
Recent Graduates must have completed, within the previous two years, a qualifying bachelor's, master's, professional, or doctorate from a qualifying educational institution. Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.
