This position is located with the Bureau of Indian Affairs, Great Plains Region in Aberdeen, South Dakota. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: Travel and Relocation Expenses will be authorized in accordance with the Federal Travel Regulations, with the exception of Real Estate Expenses under the Contractor-Provided Home Sale Contract.

Duties

Provide oversight of the planning, programming and budgeting for the Agricultural Resource Management Plan and Programs. Advise management on agricultural and invasive species management. Develop Regional Office manuals, directives, handbooks, information/instruction memoranda, workshops and other such items. Establish and maintain cooperative relations with Tribes, and other entities. Serve as the Awarding Officer’s Technical Representative (AOTR) or Subordinate AOTR for agricultural land and invasive species management projects in Public Law 93-638 Self-Determination Contracts. Provide technical assistance to Tribal and Agency personnel on agricultural land and invasive species management. Uses and promotes Geographic Information System (GIS) as a tool for planning decision-making and implementation of the Tribal and BIA goals and objectives for sustained yield and multiple use management. Conduct reviews of farm/pasture lease and grazing permit for compliance with applicable laws.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, and Individual Occupational Requirements for GS-0401: General Biological Science Series). BASIC REQUIREMENTS FOR ALL GS-0401 GRADES: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate for the position. - OR - Combination of education and experience-Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: SPECIALIZED EXPERIENCE GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). This experience must include; 1) provides technical assistance on natural resources issues, regulations and guidance; 2) reviewing activities on public land for compliance with applicable laws; 3) preparing agricultural reports and impact statements for review; 4) preparing agricultural resource management plans for review; 5) identifying problems associated with public and private land use; 6) and planning, obtaining, maintaining and retrieving of information regarding to agricultural land resources and invasive species management. These examples are not all inclusive (refer to the summary of duties for specialized experience). OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. OR equivalent doctoral degree. SPECIALIZED EXPERIENCE GS-12: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). This experience must include; 1) preparing or advising on natural resources issues, regulations and guidance; 2) ensuring that activities on public land are conducted in accordance with applicable laws; 3) developing agricultural reports and impact statements; 4) developing and implementing agricultural resource management plans; 5) identifying problems and recommending solutions associated with public and private land use; 6) and providing management guidance, program development and review, and coordination of Tribal and Bureau resource staff on agricultural land and invasive species management. These examples are not all inclusive (refer to the summary of duties for specialized experience). GRADUATE EDUCATION: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
