This position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), with the Jerry L. Pettis VA Medical Center (VAMC) Facility Management Service in Loma Linda California. The Program Manager is responsible for strategic direction and management oversight of program activities related to Emergency Management Program, Environment of Care Program, Space (Tenant Occupancy) and Move Programs, and Building Management Programs..

Duties

Duties include, but are not limited to the following: Provide regulatory advice, guidance, and assistance regarding authorized leave, work schedules, worker's compensation, awards, health and life insurance benefits and open seasons, on-the-job injuries, etc. Effectively communicate in writing, developing graphs, or orally, to gather information, present recommendations and coordinate services. Monitor, review, and determine whether the contractor's performance is within compliance of the terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. Serve as the organization's primary expert on any matters, regarding acceptability of contractor completed work. Prepare and maintain technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer. Have knowledge of pertinent laws, regulations, policies and precedents, related to COR roles and responsibilities, as well as fundamentals of contracting regulations. Serve as the point of contact between the contractor and customer. Review and verify contractor invoices, determine the government's agreements or non­agreements with the contractor's percentage of physical completion for progress reports and cost vouchers. Responsible for maintenance and operations coordination. Responsible for the management and coordination of all building operations, maintenance, repairs, replacement, alterations, centralized heating and cooling systems, computer room cooling systems, elevator bank, emergency generators, landscaping, and parking lot sweeping, janitorial services, relationship with vendors and concessionaries for obtaining needed services. Coordinate with appropriate organizations, as applicable, to obtain facility services, ensure that pre-negotiated services are received, and develop statements of work (SOW) for any additional services that must be purchased in support of sustainment of the office spaces. Maintain effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) and initiate changes in surveillance methods, if necessary. Supervise, coordinate, and execute all operational programs and services affecting the quality of life and efficient utilization of available facilities and services. Conduct formal inspection programs and evaluate operating services; maintenance, repair, and safety programs, and space distribution and utilization. Plan, formulate, and coordinate crisis management planning and execution pertaining to the protection and security of personnel, property and material against all potential threats. Apply methods and techniques to projects and issues concerning the efficiency and effectiveness of operations carried out by clerical, technical, administrative, professional and scientific personnel. Knowledge of health care delivery systems, credentialing and accreditation; quality assurance and total quality management group programs, the overall missions, organizations, programs and requirements and ability to apply knowledge to solve problems, meet requirements and develop resources. Knowledge of statutory, regulatory and other legal requirements associated with information resources management, records management, mail management, privacy and Freedom of Information Act (FOIA). Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, and programming guidelines and process. Knowledge of administrative concepts, principles, and practices sufficient to enable incumbent to foresee administrative problems and requirements, recommend changes in administrative forms/policies/procedures, devise and install procedures affecting the internal functioning of the department. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
