Duties

Serves as one of two deputies to the Area Manager of the Klamath Basin Area Office (KBAO), assigned continuing responsibility for managing a major part of KBAO programs (Engineering, Operations, and Maintenance and Administrative Services Divisions). Assists the Area Manager in the day-to-day management of program operations that involve highly sensitive and complex interagency and intergovernmental activities. Provides managerial and program coordination assistance to the Area Manager and Division Chiefs. Exercises mastery-level knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes, and objectives to develop long and short-range plans and guidance. -Maintains close coordination with technical experts from Federal, State, tribal, and local resource agencies, Reclamation, and other organizations from the academic and private sectors, to incorporate widely varying perspectives into the overall objectives of the programs. -Serves as a member of negotiation teams with a lead role in developing negotiation positions, strategy, and negotiation of acceptable provisions. -Serves as the lead representative on agreements, negotiations, and related issues and the primary coordinator on construction contracts. -As KBAO's Senior Engineer, provides overall supervision of the Engineering Division and is responsible for leading the engineering, construction, inspection, and O&M program. -Provides direction and oversight of technical reviews of engineering designs and studies to provide solutions to complex engineering and technical issues with operations and maintenance of KBAO facilities. -Interfaces with technical experts at the CGB Regional Engineering Office, CGB Regional Construction Office, and Reclamation Technical Services Center in Denver to include development, evaluation, and execution of technical service agreements, and approval of engineering contracts. -Coordinates the development and implementation of an effective and efficient organizational structure, with appropriate staff, materials, and equipment. -Supervises and manages the administrative and engineering program activities of the Area Office and ensures that common priorities, information sharing, and accountability exist between the organizational divisions and intra-office teams. -Provides advice and recommendations to the Area Manager on key issues that may affect critical aspects of Reclamation programs in the area, including matters of a confidential nature, Congressional inquiries, or other matters of special interest. -Maintains close relationships with Federal, State, Tribal, and local resources agencies, water users, contractors, and environmental organizations to develop an in-depth understanding of their interests and to identify opportunities for consensual resolution of differences. -Represents Reclamation in relations with local media, organized groups, and special interests. -Makes formal and informal presentations concerning Reclamation operations and accomplishments to promote a better understanding of Reclamation programs and create a good image.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following - A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience with program coordination to assist with the Area Manager and Division Chiefs. Examples include but not limited to - advising and assisting on matters concerning policy, program execution and maintaining appropriate relationships with other government entities, water districts, environmental organizations, and the general public. Experience in developing negotiation positions, strategy, and negotiation of acceptable provisions. Experience in resolution of complicated issues resulting from implementation activities, such as conflicts between contractors, environmental, and water user groups, or between Tribal or water user groups and the Federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/10/2024.

Education

This position does not allow substituting education for experience.
