About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States.
This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years.
Duties
Serve as Construction Representative, with full responsibility for the management and surveillance of assigned natural disaster or emergency projects.
Inform contractor on requirements concerning construction scheduling, progress reporting, work acceptance procedures, safety measures, and other matters related to contractual performance.
Make on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction such as deviations from schedules, substitution of materials, etc.
Record changes and modifications to contract drawings and specifications for use in preparation of “as-built” drawings upon completion of construction.
Confer with contractor concerning sufficiency and suitability of equipment being used, number of worked employed, etc., to ensure completion of work.
Discuss principal construction features, requirements, and shop drawings in terms of field construction conditions, both before and during work performance.
Coordinate with other contractors, private concerns, and government agencies involved to preclude conflicts of interest or jurisdictional disputes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
- Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
- Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions.
- Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
- Work may entail extended work shift of 12-16 hours a day.
- Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
- Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
- Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
- Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
- Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
- Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Specialized Experience: One year of specialized experience which includes providing technical assistance and support on the review of project plans and specifications to determine site compatibility and anticipated problems; informing contractors on requirements concerning construction scheduling, progress reporting, work acceptance procedures, and safety measures; observing and investigating all phases of project construction to ensure compliance with contract schedules, specifications, and shop drawings; conferring with contractors concerning sufficiency and suitability of equipment being used, number of worked employed, etc., to ensure completion of work; making on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction; and identifying actual or potential problems and determining necessity for changes or remedial action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
