About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.

Duties

Serves as an advocate for Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business. Service Disabled Veteran-Owned Small Business concerns, and Historically Black Colleges and Universities and Minority Institutions/Hispanic Serving Institutions/Tribal Council Universities. Assesses, plans, and formulates strategic direction for resolution of procurement issues, policies, and procedures involving small business programs. Serves as a principal advisor to the Senior Contracting Official (SCO) on all small business program matters and provides Subject Matter Expert (SME) support to assigned offices. Advises contracting officers of possible sources and of procurement strategies to provide enhanced levels of small/disadvantaged business participation. Reviews and analyzes current programs, procurement directives, and Advanced Acquisition Planning Information to propose strategic options which will achieve assigned objectives and goals. Researches and drafts responses to Congressional inquiries and provides information to be presented to the Director, MICC- Office of Small Business Program and other senior leaders as required. Provides advice to small businesses on policies and procedures required to obtain prime contracts and subcontracts. Assist various small business concerns on problems arising during the performance of contracts, such as payments, supporting determinations of contractor responsiveness and responsibility.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time
  • Formerly Senior DAWIA Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty.
  • Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.

Basic Requirement for Supervisory Procurement Analysts Team Lead: Degree Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees (MUST SUBMIT TRANSCRIPTS SHOWING DEGREE COMPLETION DATE). OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service: acquisition planning, providing policy and procedural guidance to ensure effective and efficient contracting operations, Small Business Program and Procurement practices and techniques; researching, reviewing and addressing controversial and complex actions to ensure established quality standards are met; leading teams on complex actions. Provide expert technical leadership, staff coordination, and consultation in the procurement area. Evaluate staff performance and perform administrative duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). This position is subject to a base salary control point equivalent to GS-15 step 6 ($143,546). The total salary range for this position is $123,945 to $170,045. If the incumbent's salary currently exceeds the stated salary control point the incumbent's salary control point will be set at the incumbent's existing salary
