This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Nuclear Weapons Effects Scientist, Survivability and Effects Analysis Division, US Army Nuclear and Countering Weapons of Mass Destruction (CWMD) Agency (USANCA), Deputy Chief of Staff (DCS) G-3/5/7, Headquarters, Department of the Army (HQDA)

Duties

Develop, coordinate, and implement Weapons of Mass destruction (WMD) survivability and policy programs. Analyze, develop, advocate for, and defend DCS G-3/5/7 and Army policy related to technical and scientific interpretation of WMD effects into policy and procedures. Analyze tactical, operational, and strategic impacts of technical/scientific requirements related to military equipment hardening, radiological and nuclear survivability standards, test and evaluation standards and methodologies. Develop long-and short-range goals and objectives for incorporating EMP effects within the CBRN survivability program. Initiate non-ionizing radiation effect technology studies on equipment such as communication, sensors, satellites, and medical tools. Develop, implement, and manage the Army radiological and nuclear portion of the CBRN survivability program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Travel by commercial and military aircraft as well as other public/private conveyance is required up to 25% of the time going to various CONUS and OCONUS locations on official business.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Physical Scientist (Nuclear): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes developing Weapons of Mass Destruction survivability and policy programs; developing long-and short-range goals and objectives for incorporating Electromagnetic Pulse (EMP) effects within the Chemical, Biological, Radiological and Nuclear (CBRN) survivability program; developing survivability criteria and implementing nuclear survivability requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
