About the Position: Ice Harbor Project is a multi-purpose hydropower project, with missions that include operation and maintenance of the facility for flood control, hydroelectric power generation with six main generating units, navigation locks, fish facility with two fish ladders, recreation and natural resources management.

Duties

Serves as advisor and technical expert on all safety program, compliance issues, and activities at a multi-purpose hydropower project. Develops, maintains, and manages site-specific safety programs such as: confined space; ergonomics; fall protection; medical surveillance; respiratory protection; risk management; industrial hygiene and occupational exposure; etc. Performs studies in which the level of Project compliance with safety and occupational health requirements are evaluated, and when necessary, develops changes in Project policies or procedures to ensure compliance with safety and health requirements. Oversees an extensive medical surveillance program for Project employees - evaluations may include, but are not limited to noise dosimetry, air and bulk sampling, and other evaluations as required (lead, asbestos, Chromium VI, etc.). Ensures that Position Hazard Analyses (PHA) are developed and provides input and review for Activity Hazard Analyses (AHA) when requested.

Specialized Experience: One year of specialized experience which includes conducting inspections of industrial facilities and operations to ensure compliance with safety and occupational health laws and regulations; drafting and finalizing reports of findings on physical conditions, unsafe practices or situations and proposing corrective actions for elimination or control of such conditions; AND analyzing and interpreting laboratory reports to determine the presence of hazardous environmental conditions and the degree of noncompliance with regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
