This position is located in the Fiscal Service at the Chillicothe VA Medical Center, in Chillicothe, OH. The position answers to the supervisory accountant and aligned under the Associate Medical Center Director.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Duties: Provides basic financial planning. Provides data for evaluating performance. Provides the cost of carrying out responsibilities. Provides analysis and technical expertise for accounting matters to the Chief, Accountant, and upper management. Provides guidance and assistance to lower graded accountants in the resolution of complex problems. Initiates, leads, and/or participates in special studies or reviews of accounting operations. Prepares reports. Reviews regulations, procedures and policy guidance, audit reports, customer complaints. Coordinates with specialists in other units of the Comptroller or affected elements to develop corrective approaches to problem situations. This position has a Basic Education Requirement You must have a bachelor's degree or four (4) years of education leading to a bachelor's degree from an accredited institution in accounting or a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting (which may include up to 6 hours of credit in business law). -OR- You must have at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This combination must include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality; A certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement as defined above, provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. PLUS Specialized Experience: Minimum Qualification Requirements: GS-7: You must have at least one (1) year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, specialized experience must have been equivalent to the next lower grade level in in the normal line of progression for the occupation in an organization. Specialized experience is applying the concepts and principles of accounting sufficient to find, review, and/or change accounting data in transaction files, general ledgers, accounts, summary reports, and financial statements to ensure they are accurate and comply with laws and regulations; working knowledge of accounting software; developing familiarity with accounting systems, practices, regulations, and operations of an accounting program. -OR- EDUCATION: You must possess one (1) year of graduate-level education (above a bachelor's degree) with a major field of study directly related the position of accountant, or a related field such as business administration, finance or public administration that has provided the knowledge, skills, and abilities necessary to do the work of this position. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Physical Requirements: The subject position is primarily of an administrative nature in an office setting; however, there is periodic walking, standing, bending, carrying of light items. Incumbent will spend a significant portion of their day utilizing a personal computer, including a keyboard and mouse, and a telephone. Government travel for training or meetings may be required. The work is performed in a professional office setting, although it is required that the employee leave the area to attend meetings and gather documents and information needed in the daily operations. Incumbent will be working in an administrative office and is expected to comply with all facility security and safety protocols, participate in safety and security exercises, wear required identification; comply with facility dress code policies and meet compliance with all other related facility policies and directives.
