This position is located in the Bureau of Land Management, Colorado State Office, in Lakewood, Colorado.

Duties

Develop and lead Bureau of Land Management (BLM) actions implementing initiatives for diversity, equity, inclusion, and accessibility in the Federal Workforce. Exercise independent initiative/judgment to plan, direct, staff , evaluate, and execute a comprehensive equal employment program. Advise management on short- and long-term strategies to overcome barriers, and solutions to problems such as under-representation of all identified groups. Provide guidance and supervision to EEO counselors in the conduct of official counseling activities, and when necessary, intercedes in bringing management and the complainant together for impartial resolution. Foster and develop working relationships with public and private groups, universities, minority and women's organizations, other special interest groups, Interior Department components, other Federal agencies, and State and local government.

In order to qualify for this position, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-13: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing at least 4 of following duties: (1) developing, educating, advising, and implementing on diversity and inclusion programs; (2) providing advisory services to management that require knowledge of Federal EEO policies, laws, and regulations to analyze and resolve complex employment disputes, as well as regarding Federal diversity and inclusion initiatives; (3) analyzing workforce data for barrier identification and elimination; (4) developing organization-wide action plans to meet diversity and inclusion and/or affirmative employment goals; (5) preparing legal writing and merit based final agency decisions and/or equivalent documents affecting or recommending disposition. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (NOTE: You must submit your SF-50 (s) that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
