This position is located in San Juan National Historic Site, in the Facility Maintenance Division.
This is a Detail not to exceed 1 year. While on detail, the employee continues to hold their official position from which detailed and keeps the same grade and salary.

Duties
Project Planning: Develops project agreements, estimates for project management services and other documents required to complete the project setup phase. Working within a multidisciplinary team, applies field construction knowledge to assist with the review project scopes, participates in the development of design scopes of work, and/or assists with the preparation or review of independent government estimates. Participates in design/review conferences, charrettes, and studies with NPS historical architects, conservators, archeologists, outside firms and stakeholders, etc. to review aspects of project design relating to project construction work. Reviews project plans and specifications prior to construction to become familiar with the project scope. Develops meeting minutes and/or agendas for pre-bid, bid-opening, and pre-construction meetings. Reviews construction and/or design work schedules prior to the start of a project to setup baseline information for projects.
Project Tracking and Documentation: Utilizes required software program to setup project ledgers, creates and tracks resource usage throughout the life of a project. Develops progress meeting minutes, tracks material and sample deliveries on construction sites and documents design and/or construction progress using daily and/or weekly logs. Develops logs to track Requests for Information (RFI's), Requests for Proposals (RFP's) and contract modifications.
Project Execution: Assists with on-site inspection and coordination of construction and engineering work required for construction projects. Monitors construction work, coordinating with project inspectors and technical representatives to ensure project goals are met and work items are performed in accordance with project plans and acceptable work practices for simple projects. Observes, investigates, and reports on construction at all stages to senior staff. Coordinates with senior staff for resolution of minor issues. Communicates clearly with all project stakeholders. Responds to concerns voiced by all parties. Reviews and interprets drawings and specifications for the methods and materials employed. Documents scope and needed changes; prepares cost estimate; and submits needed paperwork through project/contract administrator. Prepares daily work logs, material submittals, project schedules, and other applicable documents for review by senior staff. Reviews payroll applications and invoices by contractor for compliance with wage and hours and other applicable labor laws and regulations.
Contracting Officer Representative (COR) Duties: Serves as a certified COR in accordance with applicable training and the requirements of Federal Acquisition Regulations on projects assigned
Qualifications
What is a detail? A detail is a temporary assignment of an employee to a different position for a specified period, with the employee returning to his/her regular duties at the end of the assignment. While on detail, the employee continues to hold his/her official position from which detailed and keeps the same status, grade, and salary.
Minimal Qualifications: For Details, candidates don't have to meet the Time-in-Grade qualification requirement of this position. You must submit a memo from your current supervisor to be approved of the detail.
Selective Factor: Must possess and maintain a Contracting Officer's Representative (COR) License.
All qualifications must be met by the closing date of this announcement 09/01/2024 unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
