The Market Information Branch provides timely, accurate, comprehensive market information on milk and dairy products to enhance market transparency in the dairy industry. The incumbent serves as a senior Dairy Market News Reporter responsible for performing a variety of duties related to promoting the efficient marketing of milk and dairy products. This is a 100% remote position that must be located within the local commuting area of the cities listed in the announcement.

Duties

The duties may include, but are not limited to: Collecting, analyzing, summarizing, verifying, disseminating, and protecting sensitive market information of national and international significance. Carries out day-to-day operations by applying accepted policies and procedures involving Dairy Market News’ best practices to dairy market reporting with little supervision. Reviews and implements long-term and short-term goals for the program including the policy, procedures, verification, and accepted methodology for completing the collection, analysis, aggregation, and dissemination of dairy market information. Contacts dairy industry representatives (on a weekly or bi-weekly basis) to discover and report current market information on milk and dairy products including demand, supply, prices, and inventory levels. Develops training activities, evaluates their effectiveness and assesses the experience of the trainee. Collaborates with National Supervisor and Branch Chief in developing recommendations for carrying out operations, program organization and informational Dairy market News reporting.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Applies U.S. dairy industry macro/micro economic knowledge, Dairy Market News policies, procedures and best practices to technical market reporting. Contacts dairy industry representatives to discover and report current market information on milk and dairy products, including demand, supply, prices and inventory levels. Represents Dairy Market News at meetings with industry groups, farmer organizations, departmental and other government officials related to the dairy industry to facilitate understanding of Dairy Market News methods and learn about current projects/research (prior approval required). Develops and maintains educational and instructional materials on dairy market information, methods, and practices. Assists in training new Dairy Market News employees by sharing experiences, knowledge, and procedures related to day-to-day operations. Assists Deputy Director and Branch Chief in monitoring, maintaining, and developing Market News related databases and Dairy Market News online access points and offerings. Serves as data steward lead and liaison with IT for a variety of Dairy Market News IT issues and recommends improvements. Collaborates with supervisor to review and recommend improvements to policies and procedures involving best practices for market news reporting. Note: There is no education substitution for this grade level.
