The primary purpose of this position is to perform and/or advise on applying, capturing and accounting for funds used to accomplish complicated Air Force real property acquisition, military construction (MILCON), minor construction, maintenance and repair, management, utilization and disposal actions.
Duties
Conduct physical inventories (including plants and systems, real property installed equipment, occupants and facility footprints) to ensure compliance inspections of leased and owned facilities.
Conduct utilization studies of land retention, development and disposal and presents analysis with recommendations and justifications in support of the installation mission.
Develop local procedures to ensure real property records are current/complete and an accurate inventory of assets with supporting documentation is maintained.
Prepare end of year close-outs on all real property accounts.
Determine the appropriate real property interest to be acquired, highest and best use of property as well as technical guidance to satisfy the requirements for specific projects.

- Work may require occasional travel away from the normal duty station on military or commercial aircraft

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience with real property laws, legal procedures, regulations, instructions, directives, principles, concepts, and practices; and a good understanding of the real estate market to acquire real property.

EDUCATION: Threefull years of progressively higher level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., in a related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of complex real property principles, concepts and practices.
2. Knowledge of property disposal policies and procedures, outgrant procedures, local market situations and required documentation.
3. Knowledge of policies and procedures for real property documentation and records and common accounting and data analysis principles.
4. Skill in gathering, evaluating and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
5. Ability to analyze space utilization requirements and make recommendations on reuse.
6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
