About the Position This position, within the St. Paul District, serves as a Supervisor (Lockmaster) within the Inland Marine Transportation System (IMTS). As Lockmaster, is responsible for implementation of all site operating and normalmaintenance activities involving lock and dam operation and associated buildings, grounds, andequipment operation and maintenance.
Duties
Plans the use of subordinate workers, equipment, facilities and materials on a week-to-week, project-by-project, month-by-month; and, through involvement with supervisor, longer term basis, as appropriate,
Adheres to established deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by supervisor or higher-level management.
Tracks and documents progress of work to provide basis for determining need for changes in procedures, schedules, sequence of work or work assignments, use of overtime, additional materials and equipment, etc.
Assigns work to individual employees involved in lock and dam operating and site maintenance activities, relying upon working supervisor and/or site mechanic/repairer to provide taskings relative to daily work activities.
Provides technical direction in accomplishing changed work steps, processes, methods, procedures and operational sequences.
Supports, implements, and explains management programs such as incentive awards, cost reduction, affirmative action, time and leave, overtime, personnel and others to all subordinate site staff.
Requirements
- Valid state driver's license required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may be subject to a one year supervisory probationary period.
- Business travel up to 10% of the time.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
- The position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Lock and Dam Equipment Repairer Supervisor without more than normal supervision. I have the ability to perform common tasks including leading, instructing, and guiding the work of others on a daily basis. I have performed and instructed primary lock and dam operating functions, coordinated maintenance efforts with site mechanic and checked on work in progress. I have ensured that tools and equipment were used properly, and safety practices and procedures were followed. I work under normal supervision, tasks are observed in progress and upon completion to make sure they are properly performed. Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Effort: Eye and hand coordination for operating various controls and handling lines while observing traffic and personnel, during crane lifting operations, lifting dam gates, etc. There is standing, stooping, bending, occasional lifting in excess of 50 pounds, stretching, working in cramped positions and spaces, handling or maneuvering bulky items or equipment, and general continuous moderate to arduous physical effort required.
Working Conditions: Preponderance of work is performed outside subject to extremes of temperature and weather. There is exposure to injuries associated with working in restricted areas, occasionally cramped or uncomfortably hot or cold areas, from falling objects, from working with electrical power tools, and from falls while working on lock walls, dam service bridge, etc. While possibility of drowning exists as a result of falls while working around water, hazard is practically eliminated through observance of safety procedures and use of safety equipment. During maintenance operations is occasionally exposed to unpleasant fumes, dust, etc.
