This position is located in the Department of Homeland Security, Federal Protective Service, Burlington, VT; Denver, CO; Eugene, OR; Honolulu, HI; Ogden, UT; and Richland, WA. The primary purpose of this position is to conduct investigations, arrest and detain individuals of alleged or suspected criminal violations of Federal, State, and local laws, prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government.

Duties

The primary purpose of this position is to provide on-site security inspections/audits while also coordination with senior managers on site and in other regions, Federal agencies, State and local governments, and the private sector on security compliance/enforcement matters relative to the protection of the Nation's highest risk infrastructure and assets. Duties performed: Conducting investigations and executing search and arrest warrants. Preserving the peace while protecting the Federal Government facilities and personnel. Preparing investigation reports and making recommendations on administrative actions to be taken. Conducting site visit(s) inspections and reviewing facility-specific post orders to ensure compliance with security system contracts.

Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below. Minimum Qualifications: GS-07: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing the following duties:????? Enforcing federal, state, and local laws pertaining to violations of government property. Providing police assistance during emergency and/or life-threatening situations. Pursuing and apprehending persons fleeing from crime scenes. Making arrests without a warrant. OR Successfully completed one full year of graduate education from an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. OR Successfully completed a Bachelor's degree from an accredited college or university AND meet Superior Academic Achievement (SAA) based on ONE of the following: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. -OR- 2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) -OR- 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. OR Have a combination of specialized experience (less than 1 year) and graduate education (less than 1 year) as described above, that when combined equals 100% of the qualification requirement. Minimum Qualifications: GS-09: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Taking necessary actions to protect federal government facilities. Preparing final reports of investigation to include recommendations for action. Conducting on-site inspections of federal property to ensure compliance with regulations. Apprehending wanted persons accused of crimes in other jurisdictions. OR Successfully completed a Master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to a Master's degree; or L.L.B or J.D., if related, that provided the knowledge skills, and abilities necessary to perform this work. OR Have a combination of specialized experience (less than one year) and graduate education (beyond one year), that when combined equals 100% of the qualification requirement. Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. Training: Training: Incumbent must meet the established experience, basic training and in service training requirements established for the enforcement of police powers. Incumbent must complete the designated, required training which includes the basic Criminal Investigators Training Program, (CITP) at the Federal Law Enforcement Training Center (FLETC); Uniformed Police Training Program (UPTP), the Advanced Individual Training Program, (AITP) and the Physical Security Training Program (PSTP). Additionally, the selectee must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority. Law Enforcement: This position will possess law enforcement authority under Title 40 of the United States Code, Section 1 315, exercising such authority to provide investigative and law enforcement services to customer' agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties. Pre-Employment Medical Requirements: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. May be subject to periodic incumbent examinations in the future. Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Fun Control Act of 1968. Person convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Tour of Duty: Must be available for overtime and shift work.
